On the morning of November 9, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh presented a report on the review of the Law on Teachers at the National Assembly.
Regarding salaries and allowances for teachers, Mr. Nguyen Dac Vinh said that the Committee agreed with the provisions in the draft Law and considered this an important and necessary content to promptly institutionalize the Party's policies, especially Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo and Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Central Executive Committee.
Along with that, the Committee on Culture and Education approved the policies of priority, support, and attraction of teachers as stipulated in the draft Law.
However, Mr. Nguyen Dac Vinh said that there were opinions suggesting studying and implementing the spirit of the Party's Resolution on reforming salary policy; considering the regulation of salary policy for teachers in the non-public sector; not re-regulating the policy of renting public housing as stipulated in the Housing Law; carefully assessing the impact to ensure feasibility, especially in terms of resources for implementing the policy of ensuring collective accommodation for teachers when working in rural areas.
Regarding the retirement regime for teachers, the Committee agreed to stipulate that teachers in preschools can retire at a lower age (no more than 5 years) than the provisions of the Labor Code and will not have their pension rate deducted due to early retirement. However, there were opinions suggesting that it is necessary to carefully assess the impact on resources to ensure the implementation of this policy.
Regarding training and development, the Committee basically agrees with the regulations on training and development of teachers, without distinguishing between teachers in the public and non-public sectors. However, there are opinions suggesting clearly defining the State's responsibility in paying for the training costs for teachers when they are sent to participate in training programs.
The Committee on Culture and Education also approved the regulations on the duties and powers of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs in state management of teachers and said that this is a new policy, creating conditions for the education sector to be proactive in mobilizing, rotating and arranging teachers between localities; overcoming the situation of local surplus and shortage of teachers.
However, it is recommended to consider assigning authority to these agencies in presiding over and coordinating teachers working in schools of the people's armed forces.
The Committee on Culture and Education also requested the drafting agency (Ministry of Education and Training) to continue to review and assess the full and comprehensive impact of new policies, especially the conditions on financial resources to ensure feasibility; carefully study international experience in building laws on teachers, refer to policies and laws on teachers to perfect the draft Law in accordance with the practical conditions of Vietnam.
