On November 20, continuing the 8th Session, the National Assembly discussed in the hall the Draft Law on Teachers.
Delegate Tran Van Thuc (Thanh Hoa Delegation) emphasized special attention to the authority to recruit and use teachers.
From practical management experience in the education sector, Thanh Hoa delegation saw the local shortage of teachers, especially primary and secondary school teachers.
The reason this delegate gave was that the education management agency lacked a leading role and was therefore not proactive in recruiting and using teachers.
“The recruitment of teachers in public educational institutions is currently carried out according to the general regulations for recruiting civil servants. However, these regulations are not suitable for the specific characteristics of teachers' professions,” said delegate Tran Van Thuc. He also gave an example of taking a test on general knowledge is not closely linked to the requirements of teachers' professional activities, and the conditions for registering for the exam do not take into account the specific characteristics of teachers.
In addition, according to delegate Tran Van Thuc, the decentralization of teacher recruitment and employment still has many shortcomings.
Accordingly, in most localities, the specialized agency, the Department of Education and Training, is not the unit in charge of recruiting teachers, so it cannot be proactive in regulating the number and structure of staff for subjects and levels of education.
“I agree with the Draft that gives the education sector the initiative in recruiting and using teachers. Accordingly, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs are the agencies in charge of developing strategies, development plans, and total staffing levels for teachers under their management authority to submit to competent authorities for decision.
From there, coordinate the number of teachers in public educational institutions according to the number assigned by the competent authority" - delegate Tran Van Thuc said and informed that this is an important key point to immediately resolve the situation of teacher surplus and shortage for many years in localities.
Regarding salary, allowances and incentives, delegate Tran Van Thuc said that according to the assessment, the salary and incentives of teachers, especially preschool and primary school teachers, are lower than those of civil servants in other sectors in the area.
This delegate said that the salary and preferential allowances for teachers are not commensurate with their professional activities, not enough to meet social security requirements, and not enough to ensure a standard of living, especially for young teachers who are new to the profession and live in the plains and cities.
Income pressure is one of the reasons why talented people cannot be attracted to the teaching profession. This draft law has clearly stated this and we hope that the above situation will be resolved soon.
Giving specific comments on Article 6 of the draft Law on Teachers on the State's policy on building and developing the teaching staff, delegate Nguyen Thi Thu Dung (Thai Binh Delegation) said that in Clause 1, Article 6 stipulates: The State plays a leading role in building and developing the teaching staff; ensuring the quantity, structure and quality of the teaching staff, especially teachers who are ethnic minorities and teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions. However, the draft Law on Teachers has not clearly stated this policy.
