Hundreds of doctors and medical staff in Ca Mau province are facing the risk of being owed salaries during Tet due to lack of payment sources.

Lack of money to pay salaries for medical staff

Ca Mau Provincial Department of Health said that up to now, the entire sector has 36 public non-business units implementing the autonomy mechanism according to Decree No. 60/2021/ND-CP (amended and supplemented in Decree No. 111/2025/ND-CP). Among these, there are 4 units that do not collect enough to cover expenses, generating situations of owing salaries, allowances and amounts payable according to salaries of civil servants and employees.

The total amount of debt at 4 units is up to 28,949,949,566 VND, directly affecting the lives of doctors, nurses, technicians and medical staff in the last months of the year. Notably, the debts include not only basic salaries but also allowances according to salary, shift pay, overtime pay, procedure - surgery costs and base salary differences, lasting for many months, even many years.

Phuoc Long Regional Health Center (group 2 autonomous unit) is the place with the largest debt, with a total of 16,175,615,616 VND. Of which, the unpaid treatment salary for December 2025 is 2,473,973,602 VND; the difference in the base salary for the period from July 2024 to April 2025 is up to 7,463,494,755 VND. The unit also owes on-call, overtime, procedures, surgery from November 2023 to April 2025 and salary items for December 2025, with the amount of 3,809,697,678 VND.

A doctor working here said: Last year, medical staff were also owed many months of salary near Tet, the Center advanced to pay for brothers. This year, the salary and bonus situation is still unknown.

At the Gia Rai Regional Health Center (group 2 autonomy), the debt amount is 4,093,622,781 VND, mainly salary and salary-based amounts of the December 2025 treatment system.

Phu Tan Regional Health Center (group 3 self-owner) owes a total of 4,826,635,112 VND. Of which, salaries, allowances and salary-based payments of the treatment system in October, November and December 2025 are 3,641,021,477 VND; other salary-based payments amount to 1,185,612,635 VND.

Ngoc Hien Regional Health Center (group 3 self-owner) is in debt of 3,854,077.057 VND. Salaries for November and December 2025 of the treatment system are 2,140,834,137 VND; reserve system 272,036.232 VND; population system 118,484,048 VND. Other salary payables are still in debt of 1,322,722,640 VND.

Department of Health proposes to request advance payment to pay salaries to medical staff

According to the Ca Mau Provincial Department of Health, the situation of prolonged salary and allowance debts seriously affects the lives of hundreds of officials and employees throughout the industry. Meanwhile, the medical team still has to ensure medical examination and treatment, emergency duty and people's health care, even during the Lunar New Year.

Faced with this situation, the Ca Mau Provincial Department of Health has reported and proposed to the Provincial People's Committee to consider temporarily advancing funds to promptly pay outstanding salary, allowance and income debts to officials and employees, in order to stabilize life and retain medical human resources at the grassroots level.

Initially, advance more than 27.6 billion VND for the above-mentioned 4 regional health centers to have a source to pay salary debts and salary allowances to officials and employees during the Binh Ngo Lunar New Year.

Ca Mau Provincial Department of Health said that up to now, the total cost of health insurance medical examination and treatment not yet paid by Vietnam Social Security for the period 2018-2024 in Ca Mau province is up to 214,727,798,440 VND.
