Cadres and civil servants
1. Cadres who are Vietnamese citizens, elected, approved, appointed to hold positions and titles according to their terms in agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central level, in provinces and centrally run cities (hereinafter referred to as provincial level), in districts, towns and cities under provinces (hereinafter referred to as district level), in the payroll and receiving salaries from the State budget.
2. Civil servants are Vietnamese citizens, recruited and appointed to their ranks, positions and titles corresponding to the job position in the agency of the Communist Party of Vietnam, the State, the socio -political organization at the central, provincial and district levels; In agencies and units of the People's Army but not officers, professional soldiers, defense workers; In agencies and units of the People's Public Security, they are not officers and non -commissioned officers to serve according to professional regime, police workers, on payroll and salaries from the state budget.

Accordingly, the following civil servants are considered for social housing policies:
