Hospitals are unlikely to maintain operations
After receiving the Document of the People's Committee of Lao Cai province on handling citizens' petitions, accompanied by the Transfer Form No. 3416 dated October 3, 2025 of the Government Office on resolving the issue of unpaid wages and prolonged delays in paying social insurance of the staff and civil servants of Yen Bai Transport Hospital, on October 16, 2025, the Department of Health held a meeting to resolve the content of the petition with the participation of the Departments of Home Affairs, Finance, Agriculture and Environment, Construction; Social Insurance of Lao Cai province.
Through the review, a number of difficulties, problems and inadequacies have arisen, such as the hospital has not yet developed an autonomy project approved by competent authorities.
The figures assess the effectiveness of the unit's actual operations in the previous period (in 2017 - 2019) and at the time of autonomy in 2020, the unit did not ensure revenue sources for regular spending autonomy according to regulations.
Since being given autonomy until 2023, the autonomy level of the hospital has decreased every year but has not been adjusted accordingly by the Ministry of Transport (old), leading to many difficulties, especially finance, revenue not enough to cover expenses; the new unit has paid insurance for civil servants and employees until the end of October 2021, since then the hospital has not paid social insurance for civil servants and employees.
Regarding the operating situation, the Social Insurance of Yen Bai province (old) has suspended the health insurance examination and treatment contract for Yen Bai Transport Hospital since June 1, 2023. Therefore, the hospital only maintains medical examination and treatment services according to a miniature model.
Regarding finance, at the time of review, the hospital had to pay more than 5.2 billion VND in degraded and damaged facilities and equipment. Revenue has decreased, revenue is not enough to cover expenses; unpaid salaries, allowances, and social insurance of officials and civil servants; debt to drug and supplementary suppliers... due to difficulties in maintaining the hospital's operations.
After the hospital is dissolved, Lao Cai will receive current civil servants
At the meeting on June 5, 2024, the leaders of the Ministry of Transport (old) and the leaders of the People's Committee of Yen Bai province (old) both agreed to see: The current hospital's operations are only maintained according to the miniature model; facilities and equipment are damaged and degraded; the hospital cannot be fully autonomous in regular expenditures according to the decision on autonomy, if it continues to operate, the debt will increase.
After the working session, the People's Committee of the old Yen Bai province issued Official Letter No. 2179 dated June 25, 2024, requesting the Ministry of Transport to report to the Government to dissolve the Yen Bai Transport Hospital and completely resolve the hospital's debts. After the disolution, the old Yen Bai province will receive all the existing civil servants to arrange to units that are lacking in human resources in the area.
Up to now, the Ministry of Construction has not responded and resolved the recommendations of the Provincial People's Committee.
While waiting for the settlement, Yen Bai province (old) has proactively accepted 8 officials of Yen Bai Transport Hospital to work at the vocational unit under the professional agency under the Provincial People's Committee and is currently carrying out the process of receiving 1 more official of the hospital.
After the working session on October 16, 2025, the Department of Health and related departments and branches agreed to report to the People's Committee of Lao Cai province for consideration and request the Ministry of Construction to report to the Government to dissolve Yen Bai Transport Hospital and completely resolve the hospital's debts.
The Ministry of Construction coordinates to review and appraise the current value of assets of Yen Bai Transport Hospital before handing over assets to Lao Cai province for management.
After the dissolutions, Lao Cai province will receive all existing civil servants (until September 30, 2025, there will be 16 people) to arrange to public service units under the Department of Health.
