In early June 2025, reflecting to Lao Dong Newspaper, dozens of workers at Dien Bien Cassava Starch Processing Factory (belonging to DPP Tay Bac Company Limited, in Na Huom village, old Na Tong commune, now mua Ngam commune, Dien Bien province) said that they have been owed wages by the factory director for many months without payment.
Accordingly, from February 6 to March 13, 2025, workers have completed the assigned work. However, the unpaid wages of 44 workers have reached more than 530 million VND.
Mr. Lo Van Tinh - one of the workers owed nearly 27 million VND said that he had repeatedly contacted and submitted petitions to the company to request payment but had not received any response.
Before the Lunar New Year 2025, the company has still paid full wages to more than 20 workers. But since Tet, the company has recruited about 20 more local workers. By mid-March 2025, the factory suddenly let workers quit their jobs and refused to pay their salaries according to the agreement, Mr. Tinh added.
Not only owed workers' salaries, a group of 13 other individuals also filed a petition for help because the company had not paid nearly 600 million VND. Of which, 300 million VND is spent on land clearance and cassava factory construction and about 300 million VND is spent on buying fresh cassava from people as raw materials from February 9 to March 8, 2025.
The above workers and laborers have submitted petitions many times and attended working sessions with the government of Na Tong commune (old), the company director has also repeatedly promised to repay the debt but did not repay it. Due to their frustration, in early June, dozens of workers and laborers hung banners at the factory gate and put up loudspeakers to collect debts...
On June 13, the People's Committee of Dien Bien district (old) held a working session with Mr. Ta Hong Diep - Director of the company. At the meeting, Mr. Diep admitted to owing workers' wages and workers' money. The reason is believed to be that the company was newly established, causing losses in production, and lacking working capital.
Witnessed by the government, Mr. Diep committed to mobilizing capital to pay wages owed to workers before June 30, 2025. However, once again, on schedule but unable to repay the debt, Mr. Diep closed the factory gate and cut off all communication.
On the afternoon of July 2, speaking with Lao Dong, Mr. Nguyen Thanh Trung - Chairman of the People's Committee of Nu Ngam commune (a newly established commune after the merger) said that because the commune government has just come into operation, he has not been able to approach and work with the representative of DPP Tay Bac Company Limited.
"The People's Committee of the commune will urgently coordinate with relevant agencies to verify and resolve the incident.
If necessary, we will petition the superiors to have legal support measures to resolve the case according to the provisions of law" - Mr. Trung added.
