On September 11, Mr. Mai Le Loi - Chairman of the Trade Union of Vietnam National Shipping Lines said that the industry trade union has just issued a Guidance on implementing Directive No. 58-CT/TW dated January 10, 2026 of the Secretariat on "Strengthening the Party's leadership in propaganda, political, ideological, and legal education for workers in the new situation", in order to improve the political bravery and awareness of law compliance of union members and workers in the maritime industry.
Directive 58-CT/TW identifies propaganda and political, ideological, and legal education for workers as a regular and long-term task, contributing to building a modern and strong working class. The content of legal education needs to focus on regulations directly related to the rights and obligations of workers, improving access to the law, protecting legitimate rights and interests, participating in dialogue, collective bargaining and supervising law enforcement at enterprises.
To concretize that spirit, the Corporation's Trade Union requests Trade Union levels to innovate the content and methods of propaganda in a regular, concise, easy-to-understand, easy-to-reach and suitable for each labor group; pay attention to applying information technology, digital transformation, especially for crew members working long days on ships, workers working in shifts at ports and workers at maritime and logistics service units.
The content of propaganda focuses on laws on labor, trade unions, employment, wages, social insurance, working hours and rest, implementation of democracy at the grassroots level, labor safety and hygiene; and is associated with the specific characteristics of each field of sea transport, seaports, and maritime services. Grassroots trade unions are encouraged to build visual products such as legal Q&A, infographics, short videos, and electronic documents.
According to Mr. Mai Le Loi, the Corporation's Trade Union sets a target that at least 90% of union members and workers will be propagated about the Party and State's guidelines and policies related to labor and trade unions annually; promote at least 65% of workers to participate in studying to improve their qualifications and professional skills; 100% of grassroots Trade Union Chairmen will be trained in trade union work skills and propaganda and education capacity; and at the same time strive for at least 60% of propaganda products at Trade Union levels to apply information technology and digital transformation.
An important requirement set by the Corporation's Trade Union is not to separate legal propaganda from the function of representing, caring for, and protecting union members and workers. Trade union levels proactively grasp thoughts and aspirations, especially issues of employment, income, wages, policies, working conditions, occupational safety and health, labor relations and the impacts from the restructuring, digital transformation, and green transformation process.
Propaganda work is integrated with dialogue, collective bargaining, employee conferences, legal advice, and resolution of recommendations; thereby contributing to building harmonious, stable, progressive labor relations, a safe and civilized working environment, while improving labor productivity and business efficiency.
