The November 2025 labor market report of the Hanoi Employment Service Center recorded a rare phenomenon: The popular salary offered by businesses (10-20 million VND/month) is much higher than the expected salary of the majority of job seekers (5-10 million VND/month).
Analysis by the Hanoi Employment Service Center shows that this reality reflects a serious "deadline" in skills, when businesses are thirsty for high-quality human resources while the labor supply is still mainly untrained, unskilled labor.
At the end of the year, the Hanoi Employment Service Center's synthesis shows that recruitment demand in Hanoi is estimated to reach over 40,000 positions. However, unlike the massive general labor recruitment trend of previous years, November this year witnessed a "revolution" in recruitment quality. Accordingly, the demand for recruitment of workers with college - university degrees or higher accounts for 67% of total demand. The top sought-after positions are technicians, electrical - electronics engineers and capable sales staff.
This change in "quality" leads to a shift in salary levels. The salary segment from 10 - 20 million VND/month has risen to an overwhelming position with 74.5% of total recruitment demand. Meanwhile, the salary from 5 to 10 million VND - which is the most popular segment - has now decreased sharply to only 24.7%. This confirms that businesses are focusing financial resources to attract deeply qualified personnel to optimize production and business efficiency.
While businesses are willing to pay high salaries, the picture from job seekers has a contrasting color: Among the more than 38,000 people who are looking for jobs in November, the untrained labor group accounts for over 50%.
The shortage of qualifications and vocational skills has caused expectations of workers' salaries to be lower than the actual market. Up to 51.2% of job seekers want a salary of 5 - 10 million VND/month, while a salary of 10-20 million VND/month only accounts for 31.6% of search demand.
