Pioneering role in Party development
Hai Ha Seaport Industrial Park is the largest textile and garment industrial center of Quang Ninh province, established in 2015. Currently, the Industrial Park has 21 foreign-invested enterprises, of which 16 are 100% foreign-invested enterprises with a total workforce of over 13,600 people.
In October 2022, the Hai Ha Seaport Industrial Park Party Committee was established with 4 subordinate Party cells. By May 2024, another Party cell was established, bringing the total number to 5 Party cells, with 58 Party members. This is the first Party Committee of Quang Ninh province in an industrial park with many 100% foreign-invested enterprises.
The Standing Committee of Hai Ha District Party Committee has appointed a Party Executive Committee with 5 members, including the Chairman of the District Labor Federation, who is also the Party Secretary. Party cells in the Party Committee are organized in a disciplined manner, with separate meeting rooms at the enterprise, and meeting time is counted as working hours without affecting workers' salaries and bonuses.
To consolidate and develop the Party organization, the Hai Ha District Party Committee has implemented the model of "4 Good Party Cells", "4 Good Grassroots Party Committees" (including: Completing political tasks well; good quality of activities; good solidarity, good discipline; good cadres and Party members), helping to improve the quality of Party cell activities and promote the leadership role of Party members. Party cells and Party Committees develop specific plans for implementation, periodically evaluate and apply creative measures to meet the standards of this model.
Ms. Nguyen Thi Xuan, Chairwoman of the District Labor Federation, Secretary of the Hai Ha Seaport Industrial Park Party Committee, shared: “Immediately after its establishment, the Party Committee established working regulations and assigned specific tasks to each member of the executive committee. The Party Committee established a close relationship with the enterprise leadership, based on the principles of cooperation and consensus, ensuring the Party's activities in accordance with the Party Charter, the Enterprise Law and the Investment Law”.
“Double benefits” of Party organizations in FDI enterprises
After nearly 2 years of establishment, the Hai Ha Seaport Industrial Park Party Committee has become an important political nucleus, bringing “double benefits” to help businesses develop in accordance with the Party’s policies and guidelines, while ensuring the legitimate rights of workers. The leadership role of the Party organization in the Industrial Park has helped maintain stability in production and business, as well as maintain security and order in the area.
Mr. Gao Jing, Director of Human Resources Administration of Hoa Loi Dat Garment Company Limited (Hai Ha) Vietnam, observed: “The Party Cell of Hoa Loi Dat Garment Company Limited has 17 Party members. The Party members are all leaders, responsible labor force, have been with the company for a long time and have contributed to the development of the enterprise. Aware of that, the company's leadership always creates conditions for those with capacity and political awareness to develop and become Party members.”
Mr. Nguyen Kim Anh - Secretary of Hai Ha District Party Committee - said: "The Hai Ha Seaport Industrial Park Party Committee operates in accordance with the characteristics of each enterprise, contributing to raising awareness and orienting the ideology of workers. The next goal is to continue to consolidate and build the Party organization in the Industrial Park, with the orientation of developing the grassroots Party Committee increasingly strong, worthy of being a pioneer in the industrial park system of the province".
Currently, Hai Ha Seaport Industrial Park has 9 FDI enterprises with Trade Unions but have not yet established Party organizations. Through review, there are currently over 100 Party members who are union members and employees (with permanent residence outside Hai Ha district) working stably at the enterprises.
In the coming time, the District Labor Federation will coordinate with the Industrial Park Party Committee to advise the District Party Committee to discuss with districts and towns in the province and propagate and mobilize Party members to transfer Party activities from residential areas to the Industrial Park Party Committee; establish grassroots Party organizations when there are enough conditions on the number of Party members at the enterprise; strive to introduce 8-10 outstanding masses for the Party to consider admission in 2024.
