According to the draft, the support policy focuses on groups of people participating in voluntary social insurance (BHXH) belonging to poor households, near-poor households and ethnic minorities. This is considered a group of subjects who need more motivation to maintain and expand social security coverage in the area.
Specifically, voluntary social insurance participants belonging to the above-mentioned groups will receive an additional 10% support from the provincial budget on the monthly voluntary social insurance contribution level, calculated according to the poverty line in rural areas, based on Clause 2, Article 31 and Clause 1, Article 36 of the Law on Social Insurance.
The draft also clearly states that in case a person belongs to two or more groups of support subjects, they are only allowed to choose to apply the most beneficial policy. This regulation aims to ensure the rights of workers and avoid overlap in the implementation process.
Specific support levels in each period can be considered for adjustment by the Provincial People's Council, based on socio-economic development conditions and the state budget balance capacity of each period.
Regarding the support time, people will enjoy policies corresponding to the actual time participating in voluntary social insurance.
In case the employee chooses the method of payment according to the provisions of Clause 2, Article 36 of the Law on Social Insurance No. 41/2024/QH15 exceeding December 31, 2030, the support period will only be calculated until the end of December 31, 2030.
If passed, the Resolution will take effect from July 1, 2026. However, the draft also clearly stipulates that people who have paid voluntary social insurance according to the method specified in Clause 2, Article 36 of the Law on Social Insurance No. 41/2024/QH15 before the Resolution takes effect will not be supported for the period of previous contribution.
