Need for affordable social housing to stabilize life
Quang Ngai currently has more than 85,300 union members and workers, mainly concentrated in Dung Quat Economic Zone, Tinh Phong Industrial Park, VSIP Industrial Park... For decades, the demand for social housing of civil servants, workers and laborers has always been very high. However, compared to neighboring provinces, Quang Ngai is in a serious shortage of this type of housing.
Real estate prices in this locality are constantly climbing, but the average income of union members, workers and civil servants in Quang Ngai is only about 6.5 million VND/person/month - a salary just enough to cover basic living expenses. Therefore, accumulating to buy land and build houses for the majority of workers is still a distant dream.
Mr. Trinh Minh Tam - residing in Truong Giang village (Quang Ngai province) - shared: "If there is a social housing project at a reasonable price, workers will definitely consider borrowing capital to buy, in order to stabilize their long-term lives".
According to Mr. Nguyen Huu Hong - Deputy Director of the Department of Construction of Quang Ngai province, the locality was assigned by the Government to complete 8,500 social housing units by 2030.
To attract investors to Quang Ngai to build social housing, the Provincial People's Council has issued regulations on a mechanism to support the implementation of social housing investment projects in the area. Accordingly, Quang Ngai supports 100% of compensation, support, and resettlement funds for site clearance and 70% of investment funds for the construction of technical infrastructure systems to attract investors to implement social housing projects in the area. This is considered an attractive level of support compared to neighboring localities.
Mr. Hong added that Quang Ngai has planned 19 locations, with a total area of over 271 hectares to form a land fund to invest in building social housing. There are 7 housing projects and urban areas in the area that reserve 20% of land for social housing, with an area of over 26.6 hectares.
In 2025, Quang Ngai has completed and put into operation 144 social housing units (old Kon Tum province), under construction of 48 units; assigned the investor to 1 project with a scale of about 603 units, with a total investment of nearly 600 billion VND, expected to start construction in October 2025.
In the coming time, Quang Ngai will complete and put into operation 144 more units under construction; remove obstacles to start construction of 384 units in Phu My Urban Area in December 2025. Speed up the appraisal of the project investment proposal with a scale of 1,100 apartments, a total investment of 850 billion VND proposed by the investor in Tho Phong commune.
Stabilizing the real estate market and supporting workers
In recent years, real estate prices have continuously increased, especially after the old Kon Tum province was merged with Quang Ngai. Thousands of cadres and civil servants were forced to travel about 160km to Quang Ngai to work and stabilize their lives. This inevitably leads to increased pressure on the real estate market.
In that context, strongly developing social housing is not only an urgent requirement for social security, but also a strategic solution to stabilize the real estate market.
Mr. Van Quynh (name changed) - residing in Nghia Lo ward - shared: "After the old Kon Tum province merged with Quang Ngai, my husband, I and my two young children were forced to move to Quang Ngai to live and work. However, stabilizing housing is facing many difficulties. The price of a level 4 house in the administrative center of Quang Ngai province currently ranges from 1.3 billion VND or more - beyond the financial capacity of my family.
Mr. Quynh also said that the province also arranged a public housing unit, but because his family has up to 4 members, he really needs a private living space, instead of having to live with many other households in the public housing area.
According to Mr. Nguyen Huu Hong - Deputy Director of the Department of Construction of Quang Ngai province - the land fund for social housing development in the area has not been compensated and cleared, while the provincial budget still faces many difficulties. Therefore, a clean land fund has not been created to attract investment and develop this type of housing.
To effectively implement the development of social housing in the 2025-2030 period, the Department of Construction of Quang Ngai province has proposed that the Ministry of Construction promptly advise the Government to issue a Decree amending and supplementing a number of articles of the Decree in the field of housing and real estate business; Decree on the National Housing Fund in the direction of expansion, raising the collection level of social housing policies.
