Criteria for classifying public service units in the archival sector from 16.9.2025
On July 31, 2025, the Minister of Home Affairs issued Circular 14/2025/TT-BNV (effective from September 16, 2025) stipulating the criteria for classification, conditions for establishing, reorganizing, and dissolving public service units in the archival sector.
Accordingly, the criteria for classifying public service units in the archival sector are as follows:
- Classification according to document management functions:
+ Public service units perform the function of directly managing the permanent archival documents of agencies and organizations submitting records and documents to the State's historical archives at the central level and other archival documents as prescribed by law;
+ Public service units perform the function of directly managing the permanent archival documents of agencies and organizations submitting records and documents to the State's historical archives at the provincial level and other archival documents according to the provisions of law.
- Classified according to the level of financial autonomy:
+ Public service units self-guarantee regular and investment expenditures;
+ Public service units self-guarantee regular expenditures;
+ Public service units self-insured for regular expenditures;
+ Public service units with regular expenditure guaranteed by the State.
Allowance regime for specialized forces protecting defense works and military zones
On July 30, 2025, the Government issued Decree 213/2025/ND-CP guiding the Law on Management and Protection of National Defense Works and Military Zones. The Decree takes effect from September 15, 2025.
Accordingly, Article 8 of Decree 213/2025/ND-CP stipulates the allowance regime for specialized forces performing the task of managing and protecting defense works and military zones:
1. Subject
a) Specialized forces performing the task of managing and protecting defense works and military zones of the Special Forces Group;
b) Forces performing the task of protecting the Department of Defense Command;
c) Specialized forces performing the task of managing and protecting Group I defense works of type A that are not covered or covered.
2. Regime and allowance level
a) 10% military-specific allowance applies to subjects specified in Point a and Point c, Clause 1 of this Article who are responsible for preserving national defense works;
b) A work responsibility allowance of 0.2 applies to subjects specified in Clause 1 of this Article.
The Decree also clearly states how to calculate and the principles for paying the allowances.
