Article 23 of Decree 33/2023/ND-CP stipulates the authority to mobilize, transfer work and receive commune-level civil servants from this commune, ward or township to work in other communes, wards and townships as follows:
- For office workers - statistics, cadastral - construction - urban and environmental (for wards, townships) or cadastral - agriculture - construction and environment (for communes), finance - Accounting, judicial - civil status, culture - society:
+ The Chairman of the district People's Committee decides to mobilize commune -level civil servants from this commune, ward or township to move to work in other communes, wards and townships in the same district administrative unit;
+ The Chairman of the district People's Committee decides to transfer the work and the reception of commune -level civil servants from the commune, ward or township of this district to work in other districts, wards and townships after any Written agreement in written director of the Department of Home Affairs;
+ The Chairman of the district People's Committee decides to transfer the work to commune -level civil servants to the province and receive commune -level civil servants from other provinces after obtaining a written agreement from the Director of the Department of Home Affairs.
