Decree 176/2025/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits.
In particular, the implementation of social pension subsidy regimes and policies is organized to ensure payment requirements of experience in social security payment, having a network of family relocation points in communes, wards, and special zones; and being able to make home payments to some specific subjects. At the same time, ensure conditions for timely and safe payment; have human resources to support the People's Committees at the commune level in updating the database, monitoring changes in the community.
Payment through a payment service organization is made into a contract between the People's Committee at the commune level and the payment service organization. The contract clearly states the scope, payment subject, payment method (including payment method via bank account, electronic payment account as prescribed by law or direct payment in cash), payment time, payment cost, payment period, rights and responsibilities of the parties, and other agreements related to payment;
Before the 25th of each month, the People's Committee at the commune level shall base on the list of beneficiaries in the area; the amount of funds paid in the following month (including the collection and burial fees of the beneficiary); the remaining funds paid for the previous months (if any) shall be withdrawn from the State Treasury and transferred to the deposit account of the payment service organization, and at the time transfer the payment list to organize payment services for beneficiaries in the following month. During the payment period, the People's Committee at the commune level will send people to supervise the payment of the organization making the payment.
