Improving the efficiency of management, exploitation and use of trade union assets
The plan is developed to standardize data, improve the efficiency of management, exploitation and use of trade union assets in the context of implementing a new organizational model after July 1, 2025.
The units that must conduct the general inventory are the Trade Union Working Committee, the Labor Relations Committee of the Vietnam General Confederation of Labor; public service units under the Vietnam General Confederation of Labor including: Trade Union University, Ton Duc Thang University, Visiting House of the Vietnam General Confederation of Labor, Institute of Labor Safety and Hygiene, Lao Dong Newspaper, Lao Dong Publishing House, Trade Union Project Management Board and 10 vocational training institutions under the Vietnam General Confederation of Labor; Provincial and municipal Labor Federations; Central and equivalent industry unions; General Corporation Trade Unions under the Vietnam General Confederation of Labor (including commune, ward, special-zone trade unions; public service units under the provincial Labor Federations according to the management level).
Specific progress and clear assignment of responsibilities
The plan of the Vietnam General Confederation of Labor also requires the inventory to be implemented on schedule, ensuring completeness, accuracy, publicity and transparency. The plan clearly defines the time frames.
It is known that the Vietnam General Confederation of Labor will coordinate with the Department of Industrial Property Management - Ministry of Finance to organize guidance and training for the inventory subjects at all levels of Trade Unions and the unit of Trade Unions in November-December 2025.
Before November 30, 2025, the Chairman of the Provincial Labor Federation, the Head of the Trade Union's public service unit, and the Head of the inventory implementation subject must issue a Decision to establish a inventory team at the unit based on the nature, characteristics, scale and actual management of assets under management.
Based on the content of the Plan, all levels of the Trade Union and the Trade Union's public service units under the Vietnam General Confederation of Labor will develop an inventory plan at their units. Implement the General inventory Plan to ensure progress and content, and take full responsibility before the Standing Committee of the Presidium of the Vietnam General Confederation of Labor in implementing the above Plan.
According to the Vietnam General Confederation of Labor, the implementation of this Plan must be implemented in many appropriate methods and forms, associated with the implementation of the unit's professional work.
Responsibilities of the Vietnam General Confederation of Labor, provincial and municipal labor federations, and higher management units of the inventory subjects: Urge, guide, inspect, and supervise the inventory subjects as the Trade Union units, public service units of the Trade Unions at the lower levels under their management to conduct inventories, ensure quality, progress, and promptly handle problems and difficulties in the inventory process. The implementation period is from October 2025 until the end of the inventory.
The provincial and municipal Labor Federations... synthesize the inventory results of all levels of Trade Unions and public service units of affiliated Trade Unions to report to the Vietnam General Confederation of Labor (the unit responsible for compiling the inventory results); the completion date is before April 10, 2026.
