Youme Law Firm LLC said that according to Article 2 of the Law on Professional Soldiers, Workers and National Defense Officials 2015, it is stipulated that:
1. Professional soldiers are Vietnamese citizens with technical and professional qualifications to serve in the People's Army, selected, recruited according to their positions and conferred the rank of professional soldier.
2. Defense workers and civil servants are Vietnamese citizens with technical and professional qualifications, selected and recruited into the People's Army according to job positions or professional titles without being eligible for military rank of officer, professional soldier and non-commissioned officer, soldier.
3. The active professional soldiers are professional soldiers serving in the regular force of the People's Army.
4. Reservists are Vietnamese citizens with technical and professional qualifications who have registered to serve in the reserve rank of the People's Army according to the provisions of this Law.
5. Fighters are professional soldiers in active service who directly carry out combat readiness and combat.
Accordingly, professional soldiers are Vietnamese citizens with technical and professional qualifications to serve in the People's Army, are selected, recruited according to their positions and are conferred the rank of professional soldier.
According to Article 37 of the Law on Professional Soldiers, Workers and National Defense Officials 2015, it is stipulated that:
Salary increase for professional soldiers, workers and defense officials
1. Professional soldiers, workers and defense officials will receive a salary increase if they meet the standards of political quality, ethics, capacity, technical and professional qualifications and have enough time to increase their salary for each subject.
2. The salary increase is only one level per salary increase; in case of achieving outstanding achievements in combat, combat service, study and in performing tasks, the salary will be increased ahead of schedule or exceeding. Within the salary increase consideration period, if there are violations of military discipline and law, depending on the nature and severity, the salary increase consideration period may be extended.
3. The Government shall detail this Article.
Accordingly, each salary increase for professional soldiers will only be increased by one level.
If they have achieved outstanding results in combat, combat service, study and in performing tasks, their salary will be increased ahead of schedule or exceeding.
