Regarding the reflection and recommendation of Mr. Trinh Xuan Dien, the Ministry of Home Affairs has responded, stating about salary classification when promoting professional titles of civil servants:
According to the provisions of Point a, Clause 1, Section II of Circular No. 02/2007/TT-BNV, in your case, when you are promoted to a professional title, the competent authority will base on the salary coefficient currently enjoying the old grade to assign you to the salary coefficient that is equal to or closest higher in the new grade. The salary period in the new grade is calculated from the date of signing the decision to appoint you to the new grade.
Also according to the above regulation, the time for considering the next salary increase in the new grade is calculated as follows: If the difference between the salary coefficient assigned to the new grade compared to the salary coefficient currently enjoyed in the old grade is equal to or greater than the difference between the salary coefficient between the two adjacent salary grades in the old grade, it is calculated from the date of signing the appointment decision to the new grade; if it is less than the difference between the salary coefficient between the two adjacent salary grades in the old grade, it is calculated from the date of assigning the salary coefficient currently enjoyed in the old grade.
