Cadres and civil servants who retire early will receive more months' salary per year when they have 2-5 years left until retirement age compared to over 5-10 years.

According to Article 7 of Decree 178/2024/ND-CP amended by Clause 5, Clause 6, Clause 7 and Clause 8, Article 1 of Decree 67/2025/ND-CP, policies for people retiring early due to organizational restructuring are stipulated.

In which, cadres and civil servants are entitled to early retirement policies according to the working period with compulsory social insurance payment and the number of years of early retirement as follows:

- In case of remaining aged from 2 years to 5 years to the retirement age prescribed in Appendix 1 issued with Decree 135/2020/ND-CP and having enough working time with compulsory social insurance contributions to receive pension according to the provisions of the law on social insurance, in addition to receiving pension benefits according to the provisions of the law on social insurance, they will also receive the following benefits:

+ No deduction of pension rate due to early retirement.

+ Receive a subsidy of 5 months of current salary for each year of early retirement compared to the retirement age prescribed in Appendix 1 issued with Decree 135/2020/ND-CP.

+ Receive a subsidy of 5 months of current salary for the first 20 years of work with compulsory social insurance contributions. From the 21st year onwards, for each year of work with compulsory social insurance contributions, a subsidy of 0.5 months of current salary will be granted.

+ In case of having paid compulsory social insurance for 15 years or more and being eligible for pension according to the provisions of the law on social insurance at the time of early retirement, they will be subsidized with 04 months of current salary for the first 15 years of work; from the 16th year onwards, for each year of work with compulsory social insurance payment, they will be subsidized with 0.5 months of current salary.

- In case of having more than 5 years to 10 years of retirement age as prescribed in Appendix 1 issued with Decree 135/2020/ND-CP and having enough time to pay compulsory social insurance to receive pension according to the provisions of the law on social insurance, in addition to receiving pension benefits according to the provisions of the law on social insurance, they will also receive the following benefits:

+ No deduction of pension rate due to early retirement.

+ Receive a subsidy of 4 months of current salary for each year of early retirement compared to the retirement age prescribed in Appendix 1 issued with Decree 135/2020/ND-CP.

+ Receive a subsidy of 5 months of current salary for the first 20 years of work with compulsory social insurance contributions. From the 21st year onwards, for each year of work with compulsory social insurance contributions, a subsidy of 0.5 months of current salary will be granted.

+ In case of having paid compulsory social insurance for 15 years or more and being eligible for pension according to the provisions of the law on social insurance at the time of early retirement, they will receive a subsidy of 4 months of current salary for the first 15 years of work; from the 16th year onwards, for each year of work with compulsory social insurance payment, they will receive a subsidy of 0.5 months of current salary.

Thus, under normal working conditions, cadres and civil servants who have more than 5 years to 10 years until retirement age will receive a subsidy of 4 months of current salary for each year of early retirement, lower than the subsidy of 5 months of current salary for each year of early retirement compared to the retirement age of civil servants who have 2 years to 5 years to retirement age.
