- Permanent Vice President THI THUONG: In strengthening guidance and support for grassroots trade unions to effectively perform the role of employee representation, in addition to the above focuses, there is also guidance and support for grassroots trade unions to participate in implementing democracy at the grassroots level, regularly paying attention to the situation of labor relations and the security situation of workers.
In the first 6 months of the year, implementing Program No. 05/TT-BCH dated September 6, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on "Improving the effectiveness of dialogue and collective bargaining in the period of 2023 - 2028" has been of interest to all levels of trade unions, achieving important results such as: Signing 1,429 new collective labor agreements reaching 40% of the annual target, raising the rate of signed collective labor agreements to 75%; 3,125 collective labor agreements were amended and supplemented. The quality of collective labor agreements continues to be improved, focusing on negotiating and including in the signing of beneficial contents, higher than the provisions of law for employees, especially the content of wages, bonuses, bonuses according to the ratio of beneficial value of initiatives, technical improvements, useful topics, solutions, working hours, rest hours, shift meals, and occupational safety and hygiene. 1,298 grassroots trade unions in enterprises have proposed and negotiated with employers to adjust the value of shift meals to increase, reaching 45.3% of the annual target. In addition, there have been over 33,753 periodic dialogues, 7,269 dialogues upon request and 3,871 dialogues when events are held. The trade union continues to affirm its important role in building harmonious, stable and progressive labor relations in enterprises; sending staff to closely monitor the grassroots, proactively propagate so that workers understand, share difficulties, and accompany the enterprise; listening to the thoughts and aspirations of union members and workers (DV, NLD), promptly informing developments arising at the grassroots level; proactively advising and proposing to competent authorities on the contents of supervision and criticism directly related to union members and workers; actively coordinating to participate in inspection, supervision, supervision, and recommendations to consider and resolve difficulties and problems related to policies for workers.
In the last 6 months of the year, the task is to continue directing trade unions at all levels to grasp the situation of labor relations, aspirations, aspirations, lives and employment of union members and workers, production and business situations, compliance with laws, regimes and policies for workers at units and enterprises; proactively participate with competent authorities to grasp the situation, inspect and supervise employers in paying salaries and bonuses to employees and employees during Tet; promptly detect and have solutions to ensure the rights of employees and employees in enterprises facing difficulties, unpaid salaries, inability to pay bonuses, employers fleeing or temporarily suspending operations, dissolving, or going bankrupt.

- Permanent Vice President THI THUONG: The care for union members and workers during the Lunar New Year has always been of interest to the Trade Union organization and implemented early. This year, in the spirit of effectively organizing activities to care for union members and workers from previous years, the Trade Union will soon develop and prepare plans and resources to implement the work of caring for union members and workers on the occasion of the Lunar New Year 2026, in which it is necessary to focus on activities such as:
- Continue to deploy a variety of activities and forms to help union members and workers celebrate a warm, joyful and meaningful Tet. Focus on supporting those in difficult circumstances, affected by natural disasters, serious illnesses or job loss, contributing to stabilizing labor relations, ensuring social security, and joining the whole country in welcoming the Spring of Binh Ngo joyfully, excitedly, safely and healthily. In addition, it mobilizes the attention of the whole society, especially employers, in taking care of Tet for employees, creating motivation and confidence for employees to stay with the enterprise and unit for a long time; believing in the Party's policies and leadership.
- Organize Party and State leadership delegations, the Central Committee of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, central departments, ministries, branches, National Assembly delegations and local leaders to visit, give gifts, and wish a happy New Year to union members and workers. Pay special attention to union members and employees in difficult circumstances, suffering from occupational diseases, having work accidents, lacking or losing their jobs.
- Continue to organize the "Tet Sum Vay" Program at grassroots trade unions; commune, ward and special-zone trade unions; provincial and municipal trade unions, industry trade unions, general companies; in industrial parks, export processing zones... to ensure convenience, attract many union members and workers to participate, safety, economy and efficiency.
- Organize the "Union Tet Market - Spring 2026" Program directly and online to provide essential and quality goods and services at preferential prices, give away shopping vouchers, give away products at "0 VND", discount; organize cultural, artistic, sports activities, legal consultation, health consultation, free medicine... for union members and workers.
- Organize means of transporting and picking up union members and workers to their hometowns to celebrate Tet and return to work to ensure safety, convenience and thoughtfulness. Trade unions at all levels, based on actual resources and needs of union members and employees and coordinating with employers and local authorities, organize buses, trains, and flights to pick up and drop off union members and employees to return home for Tet, giving priority to union members in difficult circumstances or who have not returned home for many years to celebrate Tet.
- Organize activities to celebrate Spring, welcome Tet, visit and encourage union members and workers who do not have the conditions to return to their hometowns to celebrate a warm and joyful Tet, bearing the union's mark. In case many union members and employees do not return home for Tet, organize the "Tet not far from home" program or other appropriate forms; pay attention to visiting, giving gifts, organizing Tet for workers in boarding houses or on projects.
- Direct trade unions at all levels to base on existing resources and increase the socialization of resources to care for union members and employees, mobilize organizations, individuals, agencies, units, and enterprises to accompany and support resources for the Trade Union to effectively carry out activities to care for Tet for union members and employees.
- Link activities to care for Tet and activities to celebrate the Party and celebrate Spring; celebrate the 14th National Congress of the Party, term 2026 - 2031, National Congress of the Vietnam Fatherland Front, term 2026 - 2031 and Trade Union Congresses at all levels, term 2026 - 2031.
How will the continued implementation of innovation and streamlining of the apparatus of the Vietnam Trade Union system to operate effectively and efficiently under the direction of the Central Government be carried out, Mr. Permanent Vice President?
- Permanent Vice President THIEN XUONG: As you know, according to Plan No. 04-KH/BCDTW dated November 13, 2024 and Conclusion No. 09-KL/BCDTW dated November 24, 2024 of the Central Steering Committee summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues to continue to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (abbreviated as Resolution No. 18), on November 28, 2024, the Party Delegation of the Vietnam General Confederation of Labor issued Plan No. 09-KH/DDTLD on summarizing Resolution No. 18. Accordingly, the Presidium of the Vietnam General Confederation of Labor was assigned to direct trade unions at all levels to deploy tasks on streamlining the apparatus to ensure the implementation of the new model from July 1, 2025 according to the policy of the Party and the National Assembly.
Up to now, the work of streamlining the organizational apparatus of the entire Vietnam Trade Union organization system has achieved many important results; the organizational apparatus has been streamlined, minimizing intermediate units, implementing the union model from 4 levels to 3 levels (from central to grassroots); the functions and tasks of the organization have been reviewed and adjusted to clearly arrange work, clear authority, clear responsibilities, minimizing overlap and overlap; the number of full-time trade union cadres has been greatly reduced and deeply reduced.
In the last 6 months of 2025, in addition to the key and regular tasks of the Trade Union organization, the Presidium of the Vietnam General Confederation of Labor will continue to base on the Central's directives to complete the tasks of streamlining the organizational apparatus of the Vietnam Trade Union organization system to operate effectively and efficiently, specifically as follows:
(1) Focus on arranging the apparatus of central and equivalent industry trade unions, trade unions at the level directly above the grassroots level of economic groups, general companies, companies; public service units of the trade union organization in accordance with the Party's policies and the Law on Vietnam Trade Unions.
(2) Localities continue to complete the establishment of commune, ward and special zone trade unions in qualified places; assign and assign cadres in a timely manner, arrange a sufficient number of full-time trade union cadres, ensuring quality.
(3) Focus on perfecting functions and tasks, developing job position projects, associated with improving the quality and efficiency of trade union staff at all levels (for public service units of the trade union organization, in addition to developing functions, tasks, and job position projects, it is necessary to develop autonomy plans and operational roadmaps to submit to competent authorities for approval).
(4) When the activities of the Trade Union organization and trade union public service units end, it is necessary to speed up the progress of completing the inventory, audit, and appraisal of asset depreciation, and liquidation of assets; hand over assets, facilities, and working headquarters to agencies and localities for receipt, management, and use to ensure compliance with legal regulations.
(5) Continue to review units that have completed operations to hand over seals and related documents to competent police agencies. For newly established units, registration with new seals and opening accounts for business transactions.
(6) correctly, fully and promptly implement the regimes and policies according to regulations for full-time union officials, employees working at union agencies, and union units that have to quit their jobs due to the impact of the restructuring of the organizational apparatus.
(7) When completing the work of reorganizing the apparatus, the entire Vietnam Trade Union organization system will focus on implementing the plan to organize trade union congresses at all levels, towards the 14th Congress of the Vietnam Trade Union for the 2026-2031 term according to Directive No. 48- CT/TW dated June 24, 2025 of the Secretariat on leading the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026-2030 term.
