
Article 12 of Decree 154/2025/ND-CP clearly stipulates the responsibilities of the heads of agencies, organizations, and units directly managing the subjects of staff streamlining. In particular, the head of the agency, organization or unit directly managing the subject of staff streamlining is responsible for implementing staff streamlining according to the provisions of this Decree.
In addition, develop an annual staff streamlining plan according to the instructions of the superior management agency. At the same time, a list of staff streamlining subjects and a budget for the amount of subsidies for each staff streamlining subject will be submitted to competent authorities for approval.

After being approved by competent authorities, implement the settlement of staff streamlining and pay policies for each staff streamlining subject; pay social insurance, health insurance, and unemployment insurance for subjects entitled to staff streamlining policies as prescribed in Point a, Clause 2, Article 8 of Decree 154/2025/ND-CP.
When resolving staff streamlining in violation of regulations, the head of the agency, organization or unit directly managing the staff streamlining subject must be responsible for notifying the social insurance agency and relevant agencies to stop paying social insurance regimes and other regimes for the staff streamlining subject in violation of regulations.
At the same time, transfer to the social insurance agency the amount of money paid to the person implementing the staff streamlining during the period of social insurance benefits (pent, social insurance benefits, health insurance card purchase expenses); Responsible for recovering the staff streamlining policy benefits granted to that person.
In addition, be responsible for paying the person who has implemented the staff streamlining the difference between salary and other regimes according to the provisions of law with the social insurance regime that has been enjoyed. Consider handling the responsibilities of relevant individuals; at the same time, be responsible according to the provisions of law for not properly implementing regulations on staff streamlining.
