Go to the grassroots level a lot to understand the reality
In July 2025, Nam Phuoc Commune Trade Union, Da Nang officially went into operation under a new model, managing grassroots trade unions and professional unions in the inter-communal area, including three communes Nam Phuoc, Duy Nghia and Thu Bon; the Trade Union headquarters is located in Nam Phuoc commune.
In the early days of operating the new model, Nam Phuoc Commune Trade Union faced many difficulties when the number of grassroots trade unions was large, the types were not uniform; the needs of labor in enterprises, public service units, service sectors and fishing trade unions were very different. Some fishing trade unions had almost no stable sources of income, living and care conditions were still very limited. Initial data on enterprises, labor, union members, social insurance, trade union funds and the operating situation of each grassroots trade union were also not really synchronized.
If we do not grasp this reality, propaganda work can easily fall into formality; then, difficulties in employment, income, insurance, and working conditions can become points easily exploited to distort, incite, and erode the trust of workers" - Ms. Lam Thi Vy - Chairwoman of Nam Phuoc Commune Trade Union recalled.
And the first task identified by the leaders of Nam Phuoc Commune Trade Union is not to do many movements, but to go to many grassroots levels to understand the true situation, find the right difficulties and choose the right jobs to do.
In the last 6 months of 2025, the Commune Trade Union chose to start from: Grasping the organization to know where each grassroots trade union is strong and weak; grasping the area to understand the characteristics of each commune; grasping businesses to identify places with sources of union member development, places where it is necessary to mobilize the establishment of grassroots trade unions; grasping needs to know what union members and workers really need, what grassroots trade unions are lacking, and what businesses need Trade Union support to stabilize labor relations" - Ms. Vy said.
From that approach, Nam Phuoc Commune Trade Union has coordinated with local authorities, social insurance agencies and businesses to survey the labor situation, employment, insurance policies, labor safety and labor relations at the grassroots level. In just the last 6 months of the year
In 2025, the unit directly worked with 20 grassroots trade unions and 10 enterprises without trade union organizations to grasp the situation and mobilize the development of union members. As a result, the number of union members increased from 2,007 people when newly received to nearly 2,924 people, an increase of 917 union members. This shows the attractiveness of the Trade Union organization when operating substantively and strongly towards the grassroots level.
Positive information posture
A highlight in the activities of Nam Phuoc Commune Trade Union is taking care of the lives of workers in a profound direction. In addition to mobilizing socialized resources to support union members in difficult circumstances, the Commune Trade Union also coordinated to disburse more than 1.59 billion VND for 53 union members to borrow capital to develop the economy, improve housing and stabilize life.
In particular, many new models are ideas of Nam Phuoc Commune Trade Union leaders - such as the model "Wings of Dreams - For the Future of Children of Union Members and Workers", sponsoring 15 students in difficult circumstances with a total budget of 90 million VND; the model "Trade Union Pig Sharing" to promptly support cases of illness and hardship... has been implemented very effectively, with great spillover effects. For fishing workers, the Commune Trade Union implements models of twinning between grassroots trade unions and fishing unions, supporting occupational accident insurance, awarding national flags, garbage collection tools and connecting more resources to support livelihoods for fishermen.
Not only caring for material things, the Commune Trade Union also focuses on taking care of workers' health. Nearly
200 coastal workers were consulted and screened for hepatitis B; many health check-up programs, medical consultations, and support for pregnant women and young children were implemented. By 2026, health welfare programs will be expanded with a total support resource of more than 700 million VND.
What is precious is that through those activities, union members and workers clearly see that the Trade Union organization always accompanies them in the style of "where it is difficult, there is a Trade Union". Ms. Doan Thi Hong - a union member of the grassroots Trade Union of Duy Xuyen Regional Health Center, directly under Nam Phuoc Commune Trade Union - teared up when telling us about the program "Wings of Dreams - For the Future of Children of Union Members and Workers" launched by the Commune Trade Union, in which she is one of the beneficiaries: "My husband passed away early, it has been 5 years, if there is no encouragement and support from Nam Phuoc Commune Trade Union, I really don't know how to manage to get my two children to study as they are now".
Along with care, Nam Phuoc Commune Trade Union focuses on innovating propaganda and political and ideological education among union members and workers. The new point is that the Commune Trade Union effectively uses fanpages, Zalo and grassroots connection channels to exchange information, provide professional guidance, propagate policies, share good models, and connect 100% of grassroots trade unions. The content of propaganda is conveyed concisely and visually with images, clips, news, and practical articles from the grassroots level, creating closeness and ease of access.
Many articles are published by the city's Trade Union's information channels, electronic information portals, especially Lao Dong Newspaper, contributing to spreading the image of workers, practical models, and good practices of the Commune Trade Union. This is the way the Trade Union participates in building a "positive information battleground" from the grassroots level. Each news item about a gift, a health check-up, a labor safety model, a union member overcoming difficulties is not only information about activities, but also a "bright spot of faith" in cyberspace. When accurate information, beautiful information, and humane information are spread regularly, it will contribute to pushing back false and harmful information and help union members and workers have more official, close, and easily received information sources" - Ms. Vy said.
From the practical operation of Nam Phuoc Commune Trade Union, it can be seen that the "people's heart formation" among workers and laborers is not built by big slogans, but is formed from persistent companionship, from specific actions and from trust nurtured every day through positive information published in Lao Dong Newspaper and other media. When workers feel care, protection and sharing, they will become more attached to the Trade Union organization, to businesses and to the community. That is also an important foundation for building harmonious, stable and sustainable labor relations from the grassroots level.
