Tay Ninh Provincial People's Council has just issued a resolution stipulating policies to support multidimensional near-poor households and households engaged in agriculture, forestry, and fishery with average living standards in the province in the period 2026-2030, contributing to expanding the coverage of health insurance and strengthening social security.
The resolution was passed at the 2026 thematic session and officially took effect from March 22, 2026, aiming to concretize the Central Government's policies on sustainable poverty reduction, while creating conditions for people to better access social security policies, especially health insurance, education and legal aid.
Accordingly, people belonging to multidimensional near-poor households are additionally supported by the local budget with 30% of health insurance contributions, in addition to 70% supported by the central budget. Meanwhile, people belonging to agricultural, forestry, and fishery households with average living standards are additionally supported by the local government with 70% of contributions, along with 30% support from the Central Government. Thus, people belonging to both groups of subjects will be issued free health insurance cards.
In the field of education, the resolution stipulates supporting tuition fees of 150,000 VND per student per month for students from near-poor households, in order to create conditions for purchasing books and school supplies. The support period is based on the actual study time, with a maximum of no more than 9 months in a school year.
In addition, people from near-poor households also enjoy free legal aid policies as prescribed, contributing to ensuring access to justice and protecting the legitimate rights and interests of the people.
The funding for implementing the resolution is allocated from the local budget according to the current decentralization. Tay Ninh Provincial People's Committee is assigned to organize implementation; at the same time, agencies of the Provincial People's Council, the Fatherland Front and socio-political organizations are responsible for supervising and propagating to ensure effective policy implementation.
The issuance of the resolution is expected to contribute to improving the coverage rate of health insurance, ensuring social security, gradually improving people's lives and implementing the goal of sustainable poverty reduction in Tay Ninh province in the period 2026-2030.
