On April 29, the Thanh Hoa Provincial Labor Federation said that after 15 years of implementing Resolution No. 06a/NQ-TLĐ of the Executive Committee of the Vietnam General Confederation of Labor and Conclusion No. 02/KL-BCH, grassroots trade union activities in the area have had many clear changes.

Right from the time the Resolution was issued, the Standing Committee of the Provincial Labor Federation has developed a plan, organized thorough dissemination and widespread deployment to the team of trade union officials. Propaganda and political and ideological education have been promoted, associated with disseminating laws to union members and workers (NLĐ).
Many practical activities are maintained regularly such as legal advice, workers' days, meaningful markets, cultural and sports activities, attracting a large number of union members and workers to participate.
Trade union levels have concretized the resolution with many programs and projects suitable to reality, in which the project "Innovating trade union operating methods in the period 2021-2025" stands out. Trade union activities are strongly oriented towards grassroots levels, taking union members and workers as the center.
The content and methods of trade union activities are gradually being innovated in a practical and effective direction, especially in the non-state sector. Trade unions proactively grasp thoughts and aspirations, promptly propose and recommend solutions to arising issues, thereby affirming the role of representing and protecting the rights of employees.
Notably, the quality of negotiation and signing of collective labor agreements has been improved. As of December 2025, the whole province has 306 grassroots trade unions of enterprises signing agreements; on average, about 70.2% of enterprises with trade unions sign agreements annually. 79% of enterprises build salary scales and tables; over 60% of agreements have contents that are more beneficial to employees.
Coordination between trade unions and authorities and functional agencies has been strengthened. Inspection and supervision of the implementation of labor laws are maintained regularly, contributing to maintaining stable labor relations and reducing the number of collective work stoppages.
Union member development work has achieved positive results. From 2011 to now, the whole province has established 1,087 grassroots trade unions in the non-state sector, and newly developed 109,132 union members. The application of information technology in union member management has been promoted, meeting the requirements of digital transformation.
Training and fostering of trade union officials is emphasized. In the period 2011-2025, trade union levels organized 841 training classes with more than 125,000 participants, contributing to improving the capacity and bravery of the team of officials.
The achieved results are the foundation for trade union levels in Thanh Hoa province to continue to innovate the content and methods of operation, strongly focusing on grassroots levels, for union members and workers in the coming period.
