Article 28 of Decree 338/2025/ND-CP stipulates as follows:
Order and procedures for vocational training support
1. Employees submit dossiers for vocational training support directly or through public postal services or through leasing services from businesses, individuals or through authorization to the Public Administration Service Center where they are currently residing, online at the National Public Service Portal.
2. Within 7 working days from the date of receiving sufficient vocational training support dossiers, the People's Committee of the commune where the employee resides currently decides on support and payment of support money to the employee. If no support is provided, it must be notified in writing and clearly state the reason.
3. In case of ordering training, based on the needs and number of workers participating in primary level training, training for less than 3 months, the commune-level People's Committee where the employee currently resides shall sign a contract to order primary level training, training for less than 3 months with the training institution in accordance with the law on assigning tasks, ordering or bidding.
Thus, within 7 working days from the date of receiving sufficient vocational training support dossiers, the People's Committee of the commune where the employee resides currently decides on support and payment of support money to the employee. If no support is provided, it must be notified in writing and clearly state the reason.
