Clause 1, Article 20 of the Law on Higher Education 2012, amended by Clause 14, Article 1 of the Law amending and supplementing a number of articles of Higher Education 2018, stipulates:
Principal of a higher education institution
1. University principals and university directors (collectively referred to as principals of higher education institutions) are responsible for managing and operating the activities of higher education institutions according to the provisions of law, regulations on organization and operation of higher education institutions.
Principals of public higher education institutions are decided by the school council and university council and recognized by competent management agencies; principals of private higher education institutions and private higher education institutions operating not for profit are appointed by the school council and university council.
The term or term of appointment of the principal of a higher education institution is decided by the school council or university council within the term of the school council or university council.
