Youme Law Firm LLC said that according to Clause 1, Section 3 of Instruction 01/HD-UBND in 2025 of the Hanoi People's Committee, the assessment criteria for civil servants, public employees, leaders and managers to consider early retirement are as follows:

Regarding politics, ideology, ethics, lifestyle, sense of responsibility, working style and awareness of organization and discipline, implementation of public service culture (according to Decision 1847/QD-TTg in 2018 of the Prime Minister approving the Project on public service culture).
Criteria on leadership skills, professional and technical capacity; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly

Note: the subjects of application of Instruction 01/HD-UBND in 2025 are civil servants, public employees and workers who are subjects of regulation of Decree 178/2024/ND-CP and Decree 67/2025/ND-CP under the management of agencies, organizations and units under the Hanoi City government.
