Article 12 of Decree No. 90/2020/ND-CP stipulates the criteria for classifying the quality of civil servants who do not hold management positions at the level of excellent completion of tasks as follows:
Officials who do not hold a management position and do not meet all of the following criteria will be classified as having excellently completed their tasks:
First, implement the following regulations well:
1. Political and ideological
a) Comply with the Party's guidelines, regulations, policies, laws of the State and the principles of organization and discipline of the Party, especially the principles of democratic centralism, self-criticism and criticism;
b) Have a strong political stance and courage; steadfast in their stance; do not waver in the face of any difficulties or challenges;
c) Put the interests of the Party, the nation - people, the people, and the collective above personal interests;
d) Be aware of researching, studying, and applying Marxism-Leninism, Ho Chi Minh's ideology, resolutions, directives, decisions, and documents of the Party.
2. ethics, lifestyle
a) No embezzlement, corruption, negativity, waste, bureaucracy, opportunities, profiteering, epidemics, or embezzlement of power; no signs of moral degradation, lifestyle, self-evolution, or self-transformation;
b) Have an honest, modest, sincere, pure, and simple lifestyle;
c) Have a spirit of solidarity, build clean and strong agencies, organizations and units;
d) Do not let relatives or acquaintances take advantage of their position or power for personal gain.
3. style, working style
a) Responsible at work; dynamic, creative, daring to think, daring to do, flexible in performing tasks;
b) Scientific, democratic working methods, in accordance with principles;
c) Have a sense of responsibility and coordinate in performing tasks;
d) Have a proper attitude and behavior style, standard working style, meeting the requirements of public service culture.
4. Disciplinary awareness
a) Comply with the assignment of the organization;
b) Implement the regulations, rules and regulations of the agency, organization or unit where they work;
c) Declare and publicize assets and income according to regulations;
d) Complete, honest report, provide accurate and objective information on contents related to the performance of assigned duties and tasks and activities of agencies, organizations and units to superiors when required.
Second: Complete 100% of tasks according to signed work contracts, according to the set plan or according to specific assigned tasks to ensure progress, quality, and high efficiency, of which at least 50% of tasks are completed beyond the level.
