Authorized by the Minister of Home Affairs, Deputy Minister of Home Affairs Vu Chien Thang signed Document No. 2034 guiding the implementation of Decree 178/2024 and Decree 67/2025.
In this document, the Ministry of Home Affairs clearly stated to public non -business units managed by the district level, reorganized according to the new commune -level units, the officials and employees working in these public non -business units are subject to the direct impact of the organization of the apparatus and subject to the two decrees.
For public service units managed by districts and converted to commune level management, civil servants and employees working in these public service units are not directly affected by the organizational arrangement and are not subject to the provisions of Decree 178/2024 (amended and supplemented in Decree 67/2025).
However, public service units in this field will streamline the payroll, restructure and improve the quality of the civil service team, civil servants are subject to Decree 178/2024 (amended and supplemented in Decree 67/2025), not including education and health service officials.
In Plan No. 47 of the Central Steering Committee on summarizing Resolution 18, there are a number of contents mentioning the arrangement of civil servants at public service units.
Public service units managed by district-level People's Committees (except for schools and health stations) will be reorganized, ensuring effective provision of essential public services at the commune and inter-commune levels, in line with the 2-level local government model.
The affected public service units are identified as: Cultural - Sports Center or District Cultural - Sports - Communication Center, District-level Radio Station, Agricultural Service Center, Protective Forest Management Board, Conservation Area (if under district level), District Land Fund Development Center, Employment Service Center, Vocational Education - Career guidance Center...
In the group directly affected by this merger, district-level public service units (excluding schools and health stations) will be the focus of streamlining.
Therefore, it is estimated that thousands of civil servants in public service units managed by district-level People's Committees may have to transfer jobs, change their positions or be rearranged in functions and tasks in the direction of streamlining and in line with the 2-level government model.
The Ministry of Home Affairs stated that when assessing the impact in the process of formulating policies and regimes for officials, public servants, officials and employees in the process of organizing the organizational structure of the political system, the competent authority has expected the plan to reduce 20% of the payroll (excluding education and health careers).
Accordingly, cadres, civil servants, public employees and workers in agencies, organizations and units do not directly implement the organizational arrangement but streamline the payroll, restructure, improve the quality of cadres, civil servants and public employees, not including education and health service cadres.
