According to Clause 1, Article 7 of Decree 33/2023/ND-CP, commune-level cadres and civil servants shall comply with current regulations of the law on cadres and civil servants, organizational charter and regulations of the Party and central socio-political organizations.
Regarding specific standards for Finance - Accounting civil servants, Clauses 2, 3 and 4, Article 10 of Decree 33/2023/ND-CP stipulates as follows:
- Standards of Office civil servants - statistics; Land administration - construction - urban and environment (for wards and towns) or Land administration - agriculture - construction and environment (for communes); Finance - accounting; Justice - civil status; Culture - society as follows:
+ Age: 18 years old or older;
+ General education qualifications: Graduated from high school;
+ Professional qualifications: Graduated from university or higher in a training major in accordance with the requirements and tasks of each commune-level civil servant position. In case the law has provisions other than those in Decree 33/2023/ND-CP, the provisions of that law shall apply.
- The Provincial People's Committee shall specify the professional qualifications and skills standards from intermediate level and above for commune-level civil servants working in communes, wards and towns in mountainous areas, mountainous areas, border areas, islands, island communes, remote areas, ethnic minority areas and areas with particularly difficult socio-economic conditions.
- Based on the standards for each commune-level civil servant title as prescribed in Clause 2, Article 10 of Decree 33/2023/ND-CP and the actual conditions of the locality, the Provincial People's Committee stipulates:
+ Specific standards for each commune-level civil servant title to suit the characteristics and requirements for performing tasks of each commune level but must ensure that it is not lower than the standards prescribed in Decree 33/2023/ND-CP;
+ Training majors in accordance with the requirements of each commune-level civil servant position in each recruitment period;
+ Develop a plan to create resources, train and foster each commune-level civil servant title in state management, political theory; foreign languages, information technology, ethnic minority languages (for working areas that must use ethnic minority languages in public service activities), implement regimes, policies and streamline the payroll.
