The Hoi Xuan hydropower project (in Phu Xuan commune, Quan Hoa district) has a total investment of more than VND 3,300 billion and was implemented 15 years ago. However, up to now, this project is still abandoned, machinery and materials are thrown everywhere, and weeds are growing wildly.

The Hoi Xuan hydropower project (in Phu Xuan commune, Quan Hoa district, Thanh Hoa province) has a total investment of more than VND 3,300 billion, capacity of 102 MW, and was started in 2010. The initial investor was Vietnam Electricity Construction Joint Stock Corporation.
After a period of extensive construction, in 2014, the project implementation was delayed and in the same year, the project was transferred to Dong Mekong Production and Construction Trading Services Company.

In 2016, the project was resumed, however, from around 2019 to now, this project has stopped construction, the reason given is due to lack of capital.
In reality, 15 years after the groundbreaking date, there are no longer any construction activities in this project, equipment, machinery, and materials are "shelved" and rusted.
Many people living around the project area said that in the past 6 years (since 2019), this project has not been implemented, greatly affecting the lives and work of the people. Many areas of land in the project area cannot be cultivated, leading to a shortage of cropland. Meanwhile, many households have not yet received compensation as well as support policies due to the impact of the project.

According to the representative of the People's Committee of Quan Hoa district, the Hoi Xuan hydropower project is behind schedule and under construction, affecting the lives of many households in the project area. More than 655 hectares of land in the reservoir area of the hydropower project are affected, thousands of households are affected, of which about 500 households have to be resettled to new residences.
Up to now, many households have not received compensation or do not have resettlement areas, causing many difficulties in life.
The Hoi Xuan Hydropower Project is one of 4 cases and incidents with signs of waste that have just been included in the Central Steering Committee on preventing and combating corruption, waste and negativity for monitoring and direction.
On March 25, in Hanoi, the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity held a meeting. At this meeting, the Standing Committee of the Steering Committee agreed to include 4 cases and incidents with signs of waste in the scope of the Steering Committee's monitoring and direction, including:
(1) The case of "Violating regulations on management and use of State assets causing loss and waste" related to violations at the Trade and Administrative Center Building Project, Vietnam Cement Corporation (VICEM).
(2) Hoi Xuan Hydropower Project, Thanh Hoa Province.
(3) Project to build the headquarters of the Ministry of Foreign Affairs.
(4) Sub-project 2 (Lim - Pha Lai), part of the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project.
