Clause 1, Article 7 of Decree 33/2023/ND-CP stipulates general standards for commune-level officials and civil servants:
General standards for commune-level cadres and civil servants are implemented according to current regulations of the law on cadres and civil servants, organizational regulations and regulations of the Party and central socio-political organizations.
At the same time, according to the provisions of Clause 3, Article 8 of Decree 33/2023/ND-CP, the standards for the positions of Chairman and Vice Chairman of the People's Committee are specifically as follows:
- Age: When holding a position for the first time, the candidate must be old enough to work for at least one full term (60 months), in special cases according to the decision of the competent authority managing the staff;
- General education level: High school graduate;
- Professional qualifications: University degree or higher. In case the law has provisions different from the provisions of this Decree, the provisions of that law shall apply;
- Political theory level: Graduated from high school or equivalent;
- Other standards as prescribed by the Law on Organization of Local Government 2015, relevant laws, regulations of the Party and competent agencies managing cadres.
In addition, based on the standards of each commune-level cadre position prescribed in Article 7 of Decree 33/2023/ND-CP, the Provincial People's Committee shall prescribe specific standards for each commune-level cadre position in accordance with the characteristics and requirements for performing tasks of each commune level, but must ensure that they are not lower than the standards prescribed in Decree 33/2023/ND-CP.
