Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc has just issued a decision on assigning the task of project preparation and investors of component projects under the project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong province).
This project will be implemented under the public-private partnership (PPP) method in the form of a BOT (Build - operate - Transfer) contract.

National Highway 13 (Thu Duc City), from Binh Trieu Bridge to Vinh Binh Bridge (adjacent to Binh Duong Province), 5.9km long, will be expanded to 60m, accommodating 10 lanes.
Of which, on the route, 3.2km of elevated road (overpass) will be built from Binh Trieu intersection to Binh Phuoc intersection with 4 lanes, designed speed of 80 km/h. Below, the parallel road on each side is 3 lanes wide, with a maximum speed of 60 km/h.
At Binh Loi and Binh Phuoc intersections, a two-way underpass will be built to increase traffic capacity.

The National Highway 13 expansion project is divided into 2 component projects:
Component project 1: Compensation, support and resettlement for the project to Upgrade and Expand National Highway 13 in Thu Duc City. The agency assigned to the investor is the Thu Duc City Construction Investment Project Management Board.
The project will use about 39.54 hectares of land in Hiep Binh Chanh and Hiep Binh Phuoc wards, including 9.75 hectares of residential land, 5.79 hectares of agricultural land and about 24 hectares of land managed by the State.
According to the compensation plan, the total number of households affected by the project is 1,140 households, of which 336 households were completely cleared, 804 households were partially cleared.
Component project 2: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Binh Duong Province border) under a BOT contract. The agency assigned to prepare the project is the Ho Chi Minh City Department of Transport.

The total investment of the project is about 20,900 billion VND. The Ho Chi Minh City budget spends about VND14,619 billion to compensate and clear land, the rest is mobilized by investors.
According to the plan, the site clearance work is expected to take place from the third quarter of 2025 to the third quarter of 2026. Construction will begin in the third quarter of 2026 and be completed in 2028.
The expansion of National Highway 13 will help connect Ho Chi Minh City and Binh Duong conveniently, while improving the transportation capacity of the eastern gateway area of Ho Chi Minh City.
National Highway 13 is one of four projects to upgrade existing road axes in Ho Chi Minh City implemented under the BOT method, after Resolution 98 of the National Assembly on piloting specific mechanisms and policies allowed the city to apply.
The projects were approved by the Ho Chi Minh City People's Council in February 2025.
