The criteria for considering awards of ministries, branches and localities for science, technology and innovation are based on Article 46 of Decree 263.

Article 46. Standards for considering awards of ministries, branches and localities for science, technology and innovation

Ministries, branches and localities shall prescribe standards for evaluating scientific, technological and innovative works to suit practical conditions. Criteria for evaluating works proposed for award consideration:

1. New character

The research results of the project were not copied, overlapped, and had not been previously published, or new approaches were proposed for the known problems.

2. Creativity

The project must demonstrate creativity through proposing new, unique solutions or significant improvements compared to existing research, technology or methods.

3. Effectiveness

The work supplements new knowledge or has new scientific discoveries that have changed production and social life or is used as a scientific basis for developing mechanisms, policies and laws under the management of ministries, branches and localities;

The project contributes to improving the quality of life, solving problems in science, technology and innovation to meet practical requirements, having positive and typical impacts, contributing to promoting socio-economic development, national defense, security, environmental protection, international integration, directly serving the development of ministries, branches and localities.

4. Potential practical application

The project must be highly feasible, easy to deploy, apply or replicate in practice, and at the same time suitable for current economic, social and technological conditions.
