Workers mortgage social insurance books to borrow money
Dong Nai currently has 58 industrial parks with about 680,000 workers, of which out-of-province workers account for 42%. The demand for loans from workers is very large, especially during the Lunar New Year 2026, creating conditions for usuriers to find every way to approach and lure them.
After organizing a campaign to implement a peak period of attacking and suppressing crime, ensuring security and order during the 2026 Lunar New Year with one of the key points being to crack down on black credit, Dong Nai Police have handled many related subjects. The Investigation Police Agency of Dong Nai Provincial Police prosecuted and temporarily detained a subject who lent money to workers working at companies in Bac Dong Phu Industrial Park to earn monthly interest in the form of mortgaging social insurance books. To collect principal and loan interest, the subject requested borrowers to sign a power of attorney to withdraw one-time social insurance benefits from employees.
Nhon Trach Industrial Park Police Station also just handed over the file and subjects to investigate and clarify the act of usury in civil transactions, when lending to 5 workers working in the same company from 3 million to 30 million VND with an interest rate of 10%/month (ie 120%/year) illegally profiting more than 53 million VND.
Dong Nai Provincial Labor Federation regularly coordinates with Dong Nai Provincial Police to organize propaganda sessions on black credit prevention and control in enterprises, worker boarding house self-management groups with thousands of workers participating, and at the same time, promote information and propaganda channels of the Trade Union organization so that workers can identify the actions and tricks of black credit activities.
Trade union levels have also promoted forms of care to reduce difficulties for workers through union member welfare programs.
Grassroots trade unions build legal loan channels for workers
Many grassroots trade unions in Dong Nai have built legal loan channels specifically for workers. Trade unions coordinate with banks and financial institutions to implement consumer loan packages for workers with appropriate procedures and interest rates. Thanks to these safe loan channels, workers do not have to resort to illegal lending services when encountering unexpected difficulties.
According to Mr. Le Nhat Truong - Chairman of the grassroots Trade Union of Pou Sung Vietnam Co., Ltd. (with nearly 17,000 employees) in Bau Xeo Industrial Park, An Vien commune, Dong Nai province, from 2023 to now, the grassroots Trade Union has coordinated with banks to lend to more than 15,000 workers to improve their lives with an amount of more than 500 billion VND. In addition, the trade union also stands as a credit guarantee for workers to borrow capital from 50-100 million VND.
According to Mr. Dang Tuan Tu - Chairman of the grassroots trade union of Chang Shin Vietnam Co., Ltd. (an enterprise with more than 40,000 workers), the company's trade union has linked with reputable financial organizations to support workers to borrow capital when facing difficulties, with reasonable interest rates, avoiding the problem of black credit. "The grassroots trade union also established the ChangShin Family Mutual Assistance Association, the Compassionate Arms Fund..., helping workers have financial resources to solve difficulties without having to borrow black credit outside...", Mr. Tu informed.
The CEP microfinance organization project of the Trade Union organization participating in preventing and combating black credit among workers in Dong Nai province - after 2 years of implementation, more than 106,000 turns of workers and worker households have borrowed CEP capital; more than 10,000 new workers participated in union member savings products and nearly 14,000 workers were supported from social work and community development activities.
