Not just stopping at patrol measures
In Phuc Thinh commune, the model of Self-management Groups for workers' boarding houses is being effective. The whole commune has 112 boarding establishments with about 1,700 workers and a social housing area with 48 workers.
To ensure security and order, the Commune Police coordinate with the Trade Union and mass organizations to build and replicate self-management models, and mobilize people to participate in preventing, detecting, and denouncing crimes and social evils.
According to Major Ngo Van Dung, Deputy Head of Phuc Thinh Commune Police, in the context of national digital transformation, promoting the role of Self-Management Teams should not only stop at traditional physical patrol and control measures but also expand into cyberspace to protect workers from high-tech fraud and social evils.
Through area management and population management, Phuc Thinh Commune Police have coordinated well with the managers of worker dormitory self-management groups to firmly grasp the number of workers renting rooms, and promptly disseminate legal regulations for workers to easily access and implement. Grasping the rules of working hours for workers, only being present in rented rooms in the evenings, the area police force has proactively approached, guided legal regulations, and warned about new methods and tricks, especially online fraud activities, so that workers can identify and prevent them.
In addition, the commune police guide and distribute propaganda materials for landlords to paste on areas where workers can easily see them, such as the front of rows of boarding houses, and guide landlords to equip themselves with necessary tools to ensure security and order and fire prevention and fighting.
In the early days, when mobilizing workers to participate in the model of Self-management Groups for workers' boarding houses, they were still hesitant. But over time, through propaganda and mobilization to implement the contents of the model's activities, gradually in the process of organizing implementation, they saw the benefits and effectiveness of the self-management model, so they enthusiastically cooperated. Currently, the whole commune has 6 self-management groups for boarding houses with 336 members, contributing to connecting workers with local people and maintaining security and order.
Need a mechanism for encouragement and reward
Currently, in their roles as Heads of the Self-Management Group of workers' boarding houses, boarding house owners have become a bridge between local authorities, Trade Union organizations, boarding house owners and workers. There is a reality that most out-of-province workers spend a lot of time on work, so access to legal information is still limited.
Therefore, the Heads of Self-Management Groups have proactively coordinated with the Trade Union and functional sectors to organize propaganda in many appropriate forms such as periodic self-management group meetings; establishing Zalo and Facebook groups to share information; distributing leaflets, panels, and posters; incorporating legal content into cultural and exchange activities...
There are quite a few landlords who also actively support out-of-province workers to stabilize their lives, such as guiding temporary residence registration, accessing public services; introducing Trade Union welfare programs; connecting jobs when there are labor fluctuations; visiting and supporting workers in difficult circumstances, who have had labor accidents or suffer from serious illnesses; mobilizing social resources to care for workers' lives during holidays and Tet.
To continue to promote the model, one of the things to do is to continue to pay attention to fostering skills and professional skills for the team of Team Leaders of the Self-Management Team of the worker's boarding house area.
Currently, the Hanoi Labor Federation in coordination with the City Police maintains 92 self-managed groups in workers' boarding houses, attracting more than 20,000 participants. The groups all have operating conventions, periodically propagating about security and order, fire prevention and fighting, temporary residence, crime prevention, fraud and black credit.
