The Ho Chi Minh City Labor Federation held a conference to announce the decision to establish 139 ward, commune and special zone trade unions in 139/168 wards, communes and special zones in Ho Chi Minh City on the morning of July 11.
This is an activity to implement Regulation No. 301-QD/TW dated June 9, 2025 of the Central Party Secretariat on the functions, tasks, and organization of the apparatus of the Vietnam Fatherland Front Committee at the provincial and commune levels; Official Dispatch No. 4251/TLD- ToC dated June 12, 2025 on guiding the implementation of a number of contents of Regulation No. 301-QD/TW and Official Dispatch No. 4282/TLD- ToC dated June 13, 2025 of the Vietnam General Confederation of Labor on the arrangement of the apparatus and personnel work for provincial-level trade unions, ward, commune, and special-zone trade unions.

The establishment of trade union organizations at the ward, commune and special zone levels is an important step in consolidating and perfecting the trade union apparatus in the direction of streamlining and efficiency, meeting the requirements of tasks in the new period.

Representing 139 chairmen of trade unions of wards, communes and special zones, Mr. Vu Huu Phu - Chairman of the Trade Union of Binh Thanh Ward, Ho Chi Minh City - emphasized: The re-establishment of a trade union organization under a new model, under the Ho Chi Minh City Labor Federation, and at the same time a part in the organizational structure of the Vietnam Fatherland Front Committee of the ward, is not only an organizational requirement, but also an important transformation to improve the capacity to represent, care for and protect the rights of workers, associated with the requirement to innovate the State management model in the new situation.
Mr. Phu also actively pledged to advise the Party Committee, propose to the government and the Vietnam Fatherland Front Committee of the ward on the contents and solutions to care for the lives, ensuring the legitimate and legal rights and interests of cadres, civil servants and workers.

Speaking at the conference, Mr. Bui Thanh Nhan - Chairman of the Ho Chi Minh City Labor Federation - said that after the merger, the Ho Chi Minh City Labor Federation will manage a large number of union members and grassroots unions, the tasks of the ward, commune and special zone unions will have many difficulties and pressures.
The implementation of the task of ward, commune and special zone trade unions must closely follow the provisions of the law and the instructions of the current Vietnam General Confederation of Labor. In the general changes of the whole society, the activities of trade unions must be extremely flexible, adapting to new conditions, context, and situations.
"The working groups of the Ho Chi Minh City Labor Federation will coordinate with trade unions of wards, communes and special zones to quickly survey and grasp the practical situation in the locality, focusing on grasping the number of union members, the employment situation and the lives of union members and workers to carry out the tasks of the trade union organization", Mr. Nhan emphasized.
On this occasion, the Ho Chi Minh City Labor Federation also announced the decision to assign work to the chairman and vice chairmen of the Ho Chi Minh City Labor Federation for the 2023-2028 term.
