Creating a legal "green channel" for social housing construction
According to the Ho Chi Minh City Labor Federation, housing for workers and laborers is the foundation to ensure social security, stabilize human resources and sustainable development of the City. In fact, workers not only need temporary accommodation but also need to stabilize their long-term lives and be attached to the city. This is a signal that the development of worker housing is not only short-term, but needs to be identified as a long-term strategy for human resources of Ho Chi Minh City.
Mr. Hoang Nguyen Dinh - Vice Chairman of Ho Chi Minh City People's Committee - said that the City is assigned by the Government the target of developing 199,400 social housing units by 2030. In the period 2026 - 2030 alone, the City must complete 181,257 social housing units. Ho Chi Minh City is also focusing on promoting investment in building rental housing according to the direction of the Central Government.
This is both a political responsibility and an opportunity for the City to create a breakthrough in taking care of housing for workers, civil servants, public employees and low-income people" - Mr. Hoang Nguyen Dinh said.
The Ho Chi Minh City Department of Construction is developing and completing programs and plans to promote the development of diverse types of housing, focusing on social housing and rental housing.
At the same time, the Department urgently completes the land fund planning for social housing development; researches the conversion of the function of some projects and resettlement land funds that are no longer needed to social housing belonging to public assets, and prioritizes allocating capital for this field.
Ho Chi Minh City People's Committee said that it has directed advisory agencies to build "green channels" for social housing and rental housing projects.
Stage of accelerating the construction of social housing
From the beginning of 2026 to now, the City has started construction of 13 projects, with a scale of nearly 17,000 apartments. Accumulated to date, there are 23 social housing projects under construction in the City, with a scale of about 25,000 apartments.
Mr. Hoang Nguyen Dinh - Vice Chairman of Ho Chi Minh City People's Committee - said that the city has developed a specific plan to complete the social housing target. In the third quarter of 2026, Ho Chi Minh City will start construction of 59 projects with about 54,900 apartments, expected to be completed in 2027.
Accumulated for the period 2026 - 2027, the city aims to complete 78 projects with about 73,800 apartments. Most projects are implemented according to the "green channel" mechanism, and are closely monitored for progress to ensure the correct plan.
Regarding the development of rental housing, recently the city organized a conference "deploying and promoting investment in rental housing development in Ho Chi Minh City". Many units have registered to participate in developing more than 106,000 rental housing units.
Notably, in this period of accelerating the development of social housing, private enterprises and state-owned enterprises are participating. Social housing and rental housing projects are being built in areas with a large workforce.
According to Mr. Le Nhu Thach - Chairman of the Board of Directors of Bcons Construction Investment Joint Stock Company, the enterprise has just started construction of a social housing apartment project in Tan Uyen ward. This is a workplace with many workers, the project will bring housing opportunities for about 800 families of workers.
In the northern area of Ho Chi Minh City, social housing projects are being developed to meet the diverse needs of workers, including both buying and renting.
Mr. Nguyen Hoan Vu - General Director of Becamex Group - said that the enterprise is building 6,200 social housing units in workers' densely populated areas such as: Thuan Giao, An Phu, Binh Duong and Chanh Hiep. Of which, 1,000 units are for rent. Some projects are expected to be completed and put into use from the end of this year.
