Article 12 of Decree 76/2019/ND-CP stipulates:
Mobile allowances and allowances for teaching ethnic minority languages for teachers and educational managers working in areas with particularly difficult socio-economic conditions
1. Mobile allowance
Teachers and educational managers who are specialized in literacy eradication and universal education must regularly go to villages that are entitled to a mobile allowance coefficient of 0.2 compared to the basic salary.
2. allowances for teaching ethnic minority languages
Teachers and civil servants managing ethnic minority language education are entitled to an allowance of 50% of their current salary (according to the salary table prescribed by competent authorities of the Party and State) plus leadership position allowances and seniority allowances exceeding the framework (if any).
Thus, teachers and educational managers working in areas with particularly difficult socio-economic conditions who are specialized in literacy eradication and universal education must regularly go to villages that are entitled to a mobile allowance coefficient of 0.2 compared to the basic salary.
The basic salary applied from July 1, 2024 to present according to Decree 73/2024/ND-CP is 2,340,000 VND/month.
Thus, teachers and educational managers are entitled to a mobile allowance of 468,000 VND when working in areas with particularly difficult socio-economic conditions and working full-time on illiteracy eradication and universal education, but have to regularly go to villages.
