According to Section 1 of Instruction 06/HD-TU in 2025, it is stipulated that:

Pay attention to considering the arrangement of work for cadres affected and affected by the reorganization according to Conclusion No. 09-KL/BCD1 of the Central Steering Committee, cadres planned for the City Party Committee Executive Committee who have not been experienced in working and holding key tasks at the grassroots level.
Do not consider, assign, arrange, or introduce to hold higher positions or more important positions for cadres who have been disciplined in the 2020 - 2025 term or have violations or shortcomings according to the conclusion of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that the competent authorities are investigating, inspecting, and examining.
Pay attention to and fully and promptly implement the regimes and policies for cadres according to regulations; ensure that after 5 years, the arrangement, streamlining of payroll and the management and use of payroll are completed according to the general requirements of the Politburo at the grassroots level after the arrangement.
Thus, do not consider, assign, arrange, or introduce to hold higher positions or positions with more important positions for cadres who have been disciplined in the 2020 - 2025 term or have violations or shortcomings according to the conclusion of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that the competent authorities are investigating, inspecting, and examining.
