Article 13 of the 2010 Law on Civil Servants stipulates:
The right of civil servants to rest
1. Annual leave, holidays, and personal leave in accordance with the provisions of the labor law. Due to work requirements, if an employee does not use or does not use up all of his or her annual leave, he or she will be paid a sum of money for the days not taken.
2. Civil servants working in mountainous, border, island, remote areas or other special cases, if requested, may combine the number of leave days of 2 years to take one leave; if combining the number of leave days of 3 years to take one leave, the consent of the head of the public service unit is required.
3. For specific career fields, civil servants are entitled to leave and receive salary according to the provisions of law.
4. Be entitled to unpaid leave in case of legitimate reasons and with the consent of the head of the public service unit.
According to the above regulations, civil servants working in mountainous, border, island, remote areas or other special cases who request to combine the annual leave days of 3 years to take one leave must have the consent of the head of the public service unit.
