Widening the door to access policy capital
The Da Nang City People's Council's issuance of a resolution allowing cadres, civil servants and workers in difficult circumstances to borrow preferential capital up to 200 million VND has opened up another channel for workers in difficult circumstances to access official finance.

Reality shows that in the context of increasing living expenses, the income of a part of workers and civil servants is still modest, and the need to access safe capital and low interest rates has become more urgent than ever.
Many workers, when encountering health, housing or education problems for their children, are forced to turn to unofficial loan channels, which pose many risks. Therefore, Da Nang's continued completion of preferential credit policies is practical, helping workers have more sustainable choices to stabilize their lives.
According to Resolution No. 30/2025/NQ-HDND issued on December 11, 2025, Da Nang city implements the entrustment of budget capital through the Vietnam Bank for Social Policies to lend to cadres, civil servants and workers in difficult circumstances. The maximum loan amount is up to 200 million VND per person, the loan term can be extended to 120 months, the interest rate applied is equal to the poverty loan interest rate prescribed by the Prime Minister in each period.
The borrowers are identified quite specifically, including cadres, civil servants, employees with indefinite-term contracts working in agencies of the Party, State, Fatherland Front and socio-political organizations at the city and commune levels. Trade union members who are permanent residents in Da Nang, working in enterprises with grassroots trade union organizations are also considered.
Criteria for determining difficult circumstances are clearly quantified, from low salaries, the burden of raising children to study, relatives suffering from dangerous diseases, to cases heavily affected by natural disasters, accidents or family upheavals. This approach helps policies go to the right target audience, avoid spreading, and ensure fairness in enjoyment.
Currently, Da Nang Trade Union is coordinating with relevant units and will soon deploy guiding documents to grassroots trade unions, agencies, and units as soon as possible" - Mr. Le Van Dai - Standing Vice Chairman of Da Nang City Labor Federation said.
From the Capital Assistance Fund to the social security network
According to Mr. Le Van Dai, it is not until now that the city has supported loans for workers. For many years, the Fund for Supporting Poor Workers and Employees of the city has become a familiar financial support for thousands of union members and workers facing difficulties.
Although the average loan is only a few tens of millions of VND, with preferential interest rates and flexible procedures, this capital source has helped many families repair houses, cover tuition fees, medical treatment and stabilize their lives.
To date, the Capital Assistance Fund has supported more than two thousand union members and workers at hundreds of grassroots trade unions, with a total rotating capital of more than sixty billion VND. Many workers share that, without this capital source, they are forced to borrow from outside at high interest rates, leading to prolonged financial pressure.
The new loan policy of the City People's Council can be seen as a next development step, more systematic and large-scale, supplementing the capital support models implemented by the Trade Union. When support channels are synchronously connected, workers will have more choices suitable to their needs and ability to repay debts.
According to a survey by the Trade Union organization, a large proportion of workers in Da Nang currently have incomes that only meet part of their minimum living needs. In that context, the city's persistent development of social security policies, from capital support, housing to social welfare, not only has humanistic significance but also creates a foundation for sustainable development.
When workers are guaranteed social security, they will be assured to work and be attached to businesses and localities for a long time. From these specific policies, it can be clearly seen Da Nang's commitment to accompanying workers, so that no one is left behind on the journey of making a living and development.
