The Vietnam General Confederation of Labor has just issued a plan for 2026 to implement the Project "Trade Unions promote building a culture of occupational safety in the workplace in the period 2025 - 2030".
According to the plan, the Vietnam General Confederation of Labor directs press and media agencies of the trade union system to organize propaganda and communication about labor safety culture at the workplace; provide complete and timely information on labor safety and hygiene work; encourage and spread good models, good practices, creativity, efficiency, and encourage the spirit of compliance with labor safety and hygiene work of enterprises, employers, and employees.
Along with that, building propaganda and communication materials on labor safety culture at the workplace.
The Provincial and City Labor Federations, Central Industry Trade Unions, and Trade Unions of Corporations directly under the General Confederation shall develop and organize the implementation of regular and widespread propaganda programs on building a culture of occupational safety at the workplace.
In addition, applying technology, digital transformation, diversifying forms of propaganda, concretizing propaganda content on occupational safety and health according to each group of workers in localities and sectors.
In addition, the Vietnam General Confederation of Labor develops guidelines and organizes training to implement the Project for Provincial and City Labor Confederations, Central Industry Trade Unions, and General Corporation Trade Unions directly under the General Confederation; develops documents and organizes professional training and skills to build a culture of labor safety for trade union officials.
Along with that, organize training and coaching for trade union officials working in occupational safety and health to become experts and core lecturers on building a culture of occupational safety at the workplace.
According to the plan, the Provincial and City Labor Federations, Central Industry Trade Unions, and Trade Unions of Corporations directly under the General Confederation shall develop plans to implement the Project of localities and sectors with specific quantified objectives; assign responsibility to heads of local and sectoral trade union levels in the implementation of the Project.
Depending on the conditions of each locality, the sector can establish a Steering Committee or a Project Implementation Team of the locality or sector and organize guidance and training for businesses and grassroots trade unions to build a culture of occupational safety at the workplace.
In the work of participating in building and supervising the implementation of policies and laws on occupational safety and health, the Vietnam General Confederation of Labor reviews and summarizes difficulties, obstacles, inadequacies, and limitations to propose and recommend functional agencies to amend and supplement policies and laws on occupational safety and health, especially the Law on Occupational Safety and Health and guiding documents for implementation.

For the Provincial and City Labor Federations, Central Industry Trade Unions, and Trade Unions of Corporations directly under the General Confederation: Summarize and detect from the grassroots level difficulties, obstacles, inadequacies, and limitations of policies and laws on occupational safety and health and send them to the General Confederation; proactively develop plans to organize supervision and coordinate with local functional agencies, inspection and examination sectors, and supervise the implementation of policies and laws on occupational safety and health.
Regarding building typical labor safety culture models at workplaces, in 2026, the Vietnam General Confederation of Labor will survey and deploy the construction of typical labor safety culture models at workplaces in 3 provinces and cities (Ho Chi Minh City, Quang Ninh, Khanh Hoa) and 3 industry trade unions (Industry and Trade, Electricity, National Industry - Energy Group).
The Provincial and City Labor Federations, Central Industry Trade Unions, and Trade Unions of Corporations directly under the General Confederation, based on the guidance of the General Confederation, organize the selection of businesses and grassroots trade unions in localities and sectors to build typical labor safety culture models at workplaces suitable to the characteristics of businesses in localities and sectors for replication.
