The working session between the Vietnam General Confederation of Labor and the Inter-sectoral Working Group on the preliminary review of 5 years of implementing Conclusion No. 49-KL/TW, dated May 10, 2019 of the Secretariat on continuing to implement Directive No. 11-CT/TW, dated April 13, 2007 of the Politburo on strengthening the Party's leadership in promoting learning, talent, and building a learning society with the participation of representatives of departments and units of the Vietnam General Confederation of Labor, Provincial and Municipal Confederations of Labor, Central Industry Trade Unions and Grassroots Trade Unions.
According to the Vietnam General Confederation of Labor's Newspaper, in the past 5 years, trade unions at all levels have organized 789,498 propaganda sessions on the Party's guidelines and policies, the State's policies and laws to 71,019,385 union members and workers. Propaganda on encouraging learning, encouraging talents, building a learning society, lifelong learning, and learning to improve qualifications and professional skills has reached 21,596,529 workers.
The forms of propaganda on encouraging learning, promoting talents, building a learning society, lifelong learning for workers are increasingly innovated with many diverse forms. These include compiling and publishing documents suitable for the level of workers and grassroots trade union officials such as: "Handbook of things to know about social insurance and health insurance laws"; "Basic content of labor and trade union laws"; "Flyer on some skills that workers need to have when working in enterprises"; "Handbook on propaganda, dissemination and education of law"; "Handbook on oral propaganda"; training materials for part-time lecturers "Training and fostering materials for grassroots trade union officials"; "Lecture outline for part-time lecturers"; "Learning Circle method, application in training and trade union activities"...
The grassroots trade union negotiates and dialogues with employers to support and create conditions for workers to study and improve their qualifications, coordinates the organization of vocational training, skills competitions, skilled worker competitions, and promotes on the internal loudspeaker system, bulletin boards, newsletters, etc. at the enterprise.
Increase the application of information technology, internet, social networks for propaganda. Organize many online contests to learn about legal and cultural knowledge among union members and workers.

Speaking at the meeting, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that in recent years, the Trade Union has been very active in implementing Conclusion No. 49-KL/TW, dated May 10, 2019 of the Secretariat on continuing to implement Directive No. 11-CT/TW, dated April 13, 2007 of the Politburo on strengthening the Party's leadership in promoting learning, promoting talents, and building a learning society. However, the quality of workers in general is still not as expected. Part of this is due to workers being satisfied with their current qualifications, jobs, and incomes. However, in many places, promoting workers to study has not been taken seriously; a number of businesses do not want workers to improve their qualifications beyond their current level; workers lack time and finance to go to school...

Some proposals and recommendations of the General Confederation
For the Party: The Secretariat continues to direct Party committees at all levels to implement Conclusion No. 49-KL/TW; promote lifelong learning activities among workers; associated with the implementation of Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo on innovation of the organization and operation of the Vietnam Trade Union in the new situation.
To the Government: Direct the People's Committees of provinces and centrally-run cities to pay attention to supporting funding from local budgets for Trade Union organizations to deploy and implement Decision No. 1268/QD-TTg of the Prime Minister.
Central Propaganda Department: Directs the Propaganda Departments of provincial and municipal Party Committees to continue advising provincial and municipal Party Committees to deploy and evaluate the effectiveness of implementing Conclusion No. 49-KL/TW.
Relevant Central departments, ministries and branches: The Central Organizing Committee directs provincial and municipal Party Committees to approve job position projects for the system of vocational training institutions and labor cultural houses of trade union organizations under provincial and municipal labor federations, contributing to the implementation of education and talent promotion work, and building a learning society.
