
Mr. Nguyen Tan Liem - Director of the Department of Science and Technology (KHCN) of the province said that recently, Quang Ngai has achieved many outstanding results in science, technology development, innovation and digital transformation.
Many key programs and projects on digital transformation, application of science and technology in state management and socio-economic development have been implemented synchronously, initially bringing clear results. The province also focuses on building a shared digital platform and information system and promoting innovative startups, contributing to improving the administrative reform index and competitiveness at the provincial level.
The People's Committee of Quang Ngai province has just reported the results of reviewing and overcoming difficulties in implementing digital transformation to serve the 2-level local government model, to ensure synchronous, smooth operation and better service for people and businesses.
In recent times, the Chairman of the Provincial People's Committee has directed departments, branches and localities to implement many solutions, from organizing the apparatus, investing in infrastructure to improving digital skills for cadres. In particular, 96 Commune-level Public Administration Service Centers have officially come into operation since July 1, 2025, helping people more conveniently to handle administrative procedures.

The Provincial People's Committee has prioritized allocating funds to upgrade infrastructure and terminal equipment. At the same time, issued many guiding documents, requesting units to review and arrange appropriate headquarters after the merger of administrative units. The Department of Science and Technology coordinates to deploy technological solutions, ensuring that 100% of administrative procedures are configurated with connectivity, automating information fields from the National Population Database.
To date, Quang Ngai has issued more than 15,000 digital certificates to organizations and individuals; organized online training classes for nearly 200 focal officers in 96 communes, wards and special zones. Nearly 800 cadres and civil servants have been trained in administrative procedure control, operating the one-stop, one-stop mechanism.
However, the report also pointed out many difficulties: facilities in some remote communes are still limited, old information technology (IT) equipment, unstable transmission lines; digital transformation human resources are still thin and most of them are part-time. In addition, many information systems and databases of central ministries and branches are unstable, and data connection is still problematic.
From these shortcomings, the province recommends that the Central Government soon issue unified regulations on the organization of the Provincial Public Administration Service Center. At the same time, priority is given to allocating funds to support disadvantaged localities, upgrading infrastructure and IT equipment. Ministries and branches are also recommended to upgrade shared information systems and share data to ensure the process of handling administrative procedures synchronously and quickly.
