Lang Son - People can self-submit applications, pay cashless and receive electronic copies at 10 smart kiosks that were just put into operation on July 27.

The "Digital Public Service Station" model is implemented by Lang Son Provincial People's Committee in coordination with Agribank, in which all funding is sponsored by the bank.

As a mountainous, border province with a large area and dispersed population, access to administrative services for Lang Son people in some areas is still difficult.

According to statistics, since the application of two-level local governments, on average, each commune level has to process about 8,600 dossiers per month.

The pressure on grassroots officials is very high, while the need for people to resolve procedures outside office hours is increasing.

To remove difficulties, 10 smart kiosks have been piloted at the One-Stop Shop of 10 key communes, wards, and towns including: Luong Van Tri, Dong Kinh, Tam Thanh, Ky Lua, Chi Lang, Huu Lung, Loc Binh, Na Sam, That Khe and Bac Son.

The system has been verified for security by Lang Son Provincial Police, successfully connected to the National Population Database and the VNeID application.

Through the device, people do not need to provide many times the digitized personal papers. Operations such as submitting online applications, paying fees and charges without cash, and issuing copies of electronic documents can all be performed on the machine themselves.

Mr. Nguyen Quang Huy - Director of Lang Son Department of Science and Technology - assessed that this is a step forward to help reduce paperwork and travel costs.

The system helps people proactively look up progress, while effectively reducing work pressure for officials at the grassroots level," Mr. Huy said.

At the opening ceremony, Mr. Doan Thanh Son - Vice Chairman of Lang Son Provincial People's Committee - emphasized that the true value of technology equipment must be measured by the efficiency of serving the people. Technology only works when the process is scientific and people can use it easily.

To prevent the model from being "abandoned", Mr. Son requested the governments of 10 pilot localities to arrange officials to be on duty, directly holding hands and guiding people to operate on kiosks. This support is especially aimed at the elderly and people in remote and isolated areas.

Resolutely prevent the application of technology from creating new barriers for people," the Vice Chairman of the province directed.

In the coming time, departments and branches of Lang Son will continue to review to bring more integrated administrative procedures to kiosks.

The province will also regularly survey people's satisfaction level to assess the effectiveness before replicating the model throughout the province.
