In March 2025, the People's Committee of Quang Nam province launched a 9-day peak period to focus on building and completing databases at all departments, branches, sectors and localities. In this period, the province especially emphasized the digitalization of records and updating results of handling administrative procedures to remain effective, thereby serving electronic reuse and improving operational efficiency.

Previously, Quang Nam was criticized by the Ministry of Justice for the household registration rate of only 44.5%, even many communes have not reached 1%. After that, the province launched a 20-day peak period of civil status digital transformation, but it was only completed in more than 10 days.
"This proves that we can do it completely, and do it very well but do not do it" - Vice Chairman of the Provincial People's Committee Ho Quang Buu emphasized.
Not only in the field of civil status, sectors and localities in the province have also had positive changes. In 2024, the Provincial Police updated more than 1.1 million data on labor, collected more than 230,000 applications for granting citizen identification cards, and activated nearly 90% of electronic identification accounts.

Meanwhile, the Department of Construction has digitized all administrative procedure records, archiving more than 52,000 results to serve reuse. "digitalization is not only a temporary trend but a foundation for long-term management" - Deputy Director of the Quang Nam Department of Construction Le Quang Hieu commented.
Currently, the whole province is operating 109 specialized database systems, with an integrated, data sharing platform system (LGSP) connecting 21 systems, processing nearly 150 million transactions per year, reaching a rate of 98.9%. At the same time, the province's Big Data warehouse has standardized 272 sets of data from 9 units, contributing to creating a synchronous data ecosystem.
In the field of education, Quang Nam has deployed digital transcripts on the vnEdu platform, applied 100% in primary schools and piloted at higher education levels. Digital records not only help reduce administrative procedures but also increase transparency, save time and improve management efficiency.
However, it is undeniable that some areas are still bottlenecks. Notably, the progress of building a land database is still slow. The project, phase 2 (2022-2025), aims to register 623,950 plots of land and build CSDLs for 80 communes, but to date, many localities have not yet completed the technical design.

Faced with this situation, Vice Chairman Ho Quang Buu requested the districts to focus on directing, closely monitoring the progress and reporting periodically every month, to ensure the completion of the project by June 2025.
"In 2025, land databases must be urgently built and completed, including cadastral databases, land prices, planning, land use plans, and land statistics and inventories.
If implemented effectively, the project will not only improve the efficiency of land management but also contribute to promoting digital transformation and sustainable development in Quang Nam" - Quang Nam leaders emphasized.
