On May 26, the Ministry of Science and Technology coordinated with the Ministry of Industry and Trade, Da Nang City People's Committee and relevant agencies and businesses to organize a Conference to announce the Plan to coordinate and pilot the support for wholesale and retail stores and household businesses to digitally transform in Da Nang city.

The program is implemented to concretize policies on science and technology development, innovation, national digital transformation and promoting the private economy; and at the same time support the grassroots economic sector to adapt to the trend of digital trade, improve competitiveness and management efficiency.
According to the plan, Da Nang is one of the next localities selected to pilot after the initial results in Thai Nguyen in 2025, thanks to a good foundation in digital government, digital infrastructure and innovation ecosystem.
The program is implemented according to the "State - business - business household" coordination model, in which state agencies play the role of orienting and supporting implementation; technology businesses provide digital platforms and solutions; business households are the direct participants in digital transformation.
Participating business households will be evaluated for free of their digital transformation readiness through the RDX system; supported to use sales management software, digital signatures, electronic invoices, AI websites, cashless payments and connection to e-commerce platforms.
In addition, the program also supports brand building on social networking platforms such as Facebook, Zalo, TikTok; guidance on creating content using AI, SEO support and business data management in the digital environment.
It is expected that by the end of November 2026, Da Nang will survey about 10,000 business households, striving for more than 90% of participating households to be consulted and experience appropriate digital platforms. The city also aims to form a digital business household community and a network to support digital transformation at the grassroots level.

Speaking at the conference, Mr. Pham Duc Long, Deputy Minister of Science and Technology, said that digital transformation will help business households manage goods, revenue, expenses, invoices, payments, and customers more conveniently, transparently, and effectively; and at the same time create a practical data platform to serve state management, digital economy development and building a modern, fair, and transparent business environment.
For Da Nang city, this task is of particular practical significance. Da Nang is a locality that has been at the forefront of building e-government, digital government, and smart cities for many years; and is also an important commercial, service, tourism and innovation center of the Central region and the whole country.
If implemented methodically and effectively, the model in Da Nang will not only directly support the business community in the area but also create an important practical basis to improve the coordination method between state agencies, digital technology enterprises, credit institutions and business households; thereby researching, evaluating and replicating to other localities in the coming time," the Deputy Minister said.
