Promoting digital transformation at the grassroots level
Implementing the policy of promoting the application of information technology, improving the effectiveness and efficiency of grassroots government activities in the new period, Nam Thuy Anh Commune People's Committee, Hung Yen province has just handed over 10 sets of computers and accounts, passwords using the common document management and operation software of Hung Yen province to villages in the area.
Equipped devices have configurations that meet the requirements of handling administrative work, managing and serving people. This is an important foundation for villages to strengthen the application of information technology, connecting two-way information with the Commune People's Committee and related agencies, contributing to building e-government right from the grassroots level.
Mr. Nguyen Huy Phong - Secretary of the Party Committee, Chairman of the People's Council of Nam Thuy Anh commune said that the handover of computers not only supports working equipment but is also a specific step in the local digital transformation roadmap.
Through this, gradually changing the thinking and working methods of the village officials towards modernity, science, transparency, and improving the quality of service to the people.
In Khoai Chau commune, digital transformation is implemented through practical actions. The commune-level digital technology team directly goes to the villages to guide the community digital technology team and people to use online public services and essential digital applications. Many administrative procedures that used to have to travel many times are now supported to be resolved right in the village, helping people save time and costs.
Building a modern government
From specific models at the grassroots level, digital transformation is being synchronously implemented by Hung Yen in many fields, gradually forming a modern administration and promoting the development of the digital society.
According to the Department of Science and Technology of Hung Yen province, by April 2026, the whole province had issued 8,038 specialized digital signatures for agencies, units and officials and civil servants. The use of digital signatures helps shorten the processing time of dossiers, reduce administrative costs, limit paperwork and improve the efficiency of direction and administration.
In the process of arranging administrative units, the Department of Science and Technology also proactively guides the updating of digital signatures, ensuring that the operation of agencies is not interrupted.
In particular, Hung Yen is promoting the application of artificial intelligence (AI) in the operation of local governments. Recently, the Center for Innovation and Digital Transformation under the Department of Science and Technology in coordination with Pho Hien Ward People's Committee organized 2 training classes on AI application skills for officials, civil servants, public employees and the Community Digital Technology Team.
Deputy Director of the Department of Science and Technology Nguyen Xuan Hai highly appreciated the proactive spirit of Pho Hien ward in deploying AI training for grassroots officials.
He emphasized that in the context of strong digital transformation, mastering AI tools will contribute to improving work processing efficiency, promoting administrative reform and improving the quality of service to the people.
Over the past time, the Center for Innovation and Digital Transformation under the Department of Science and Technology of Hung Yen province has actively accompanied many agencies, units, and localities in implementing tasks on science, technology, innovation and digital transformation.
In the coming time, the Center will continue to coordinate with communes and wards in the province to implement training programs, support the application of digital technology and artificial intelligence in management and administration, contributing to improving the operational efficiency of local governments and promoting digital transformation in depth.
