According to the plan, the set goal is to fully and promptly concretize tasks to implement the conclusions and directions of the Central Government and the Provincial Steering Committee on science, technology, innovation and digital transformation; focus on definitively handling bottlenecks, creating substantive changes in 100 days.
The plan aims to build a two-level local government operating synchronously, smoothly, safely, based on data; reduce manual operations, reduce paperwork, time and costs for state agencies, officials, people and businesses.
At the same time, establishing discipline and unified principles in data management, infrastructure, digital platforms, ensuring network security, overcoming the situation of scattered investment, fragmented data, system overlap and slow disbursement of resources.
The Provincial People's Committee identified 10 key task groups including: perfecting institutions; developing digital infrastructure; building and cleaning digital data; developing digital platforms; improving the efficiency of online public services; developing digital economy and digital society; improving the quality of human resources; accelerating disbursement; strengthening discipline and order in implementation.
In which, the province will review wave veins at state agencies, educational institutions, and health facilities; upgrade information technology infrastructure; inventory data centers and server rooms; and approve information security levels for 100% of the province's information systems.
At the same time, focus on digitizing, standardizing, and cleaning key databases such as land, officials, education, health, industrial parks, clusters, e-commerce; deploying one-time login via VNeID, integrating and sharing data between shared systems.
For online public services, Hung Yen sets a goal to improve results according to set index 766/QD-TTg; selecting at least 5 administrative procedures with high frequency of implementation to redesign in the direction of simplification, reducing records, and reducing operations in the digital environment.
The Provincial People's Committee assigns departments, agencies, branches, and People's Committees of communes and wards to develop specific implementation plans and send them to the Provincial People's Committee (through the Department of Science and Technology) before August 5, 2026.
The Department of Science and Technology is assigned to preside over guiding, urging, and inspecting progress, summarizing and reporting implementation results weekly and monthly; and at the same time monitoring tasks at risk of delay, advising the Provincial People's Committee to remove difficulties and obstacles and summarize results after 100 days of implementation.
