On July 31, the Ministry of Science and Technology held a regular press conference for July 2026. At the press conference, the Ministry of Science and Technology said that in July it focused on perfecting institutions to create a foundation to promote science, technology, innovation and digital transformation to become the driving force for national development.
According to the Ministry, in July 2026, the unit submitted to the Government for promulgation 4 decrees, 2 resolutions; submitted to the Prime Minister for promulgation 7 decisions, 1 directive and issued 11 circulars under its authority.
By the end of July 2026, the Ministry has completed the submission and promulgation of documents detailing and guiding the implementation of laws, ordinances and resolutions of the National Assembly under the authority of the Government and the Prime Minister.
Notably, the completion of documents guiding the implementation of the Law on Digital Transformation, the Law on High Technology; promulgation of decrees stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology; decrees on the organization and operation of the National Science and Technology Development Fund; project to form strategic technology enterprises; National Digital Transformation Strategy for the period 2026-2030, orientation to 2045 and the Prime Minister's directive on accelerating the implementation of science, technology, innovation and digital transformation tasks in 2026.

In the field of scientific research, Vietnam has 2,658 international publications on the Scopus database. The Ministry has organized the evaluation and selection of 48 scientific and technological tasks; signed 9 sponsorship contracts; accepted 20 national-level tasks; newly granted 292 billion VND in research funds; granted 65 certificates of registration of scientific and technological task results.
The Ministry also received and appraised 28 proposals for strategic technology development tasks from ministries, branches, and localities. To date, 31 strategic technology task dossiers have been received with a total estimated budget of nearly 9,700 billion VND, gradually forming a mechanism to order large-scale research tasks to serve national development.
Innovation activities continue to have many positive changes. The Ministry has issued 6 certificates of registration for technology transfer with a total contract value of more than 2,039 billion VND. Vietnam increased 5 places, ranking 50th in the world according to the Global Startup Ecosystem Index in 2026. The whole country currently has 964 science and technology enterprises and 46 innovation support organizations.
In the field of digital transformation, more than 4.6 billion transactions have been carried out through the National Data Integration and Sharing Platform (NDXP), while 32.5 million digital signature certificates have been issued. The Ministry also completed the regulations guiding the implementation of the Law on Digital Transformation, submitted the National Digital Transformation Strategy and issued regulations on investment management, quality management and deployment of controlled testing models (sandboxes).
In specialized management fields, postal service revenue in July is estimated at about 9,000 billion VND with an output of about 430 million invoices. Mobile broadband speed reached 210.85 Mbps, ranking 9th in the world; IPv6 usage rate reached 67%, ranking second in Southeast Asia.
The digital technology industry achieved revenue of about 662.724 billion VND, and export turnover of hardware and electronics reached about 21.5 billion USD. The whole country currently has more than 81,600 digital technology enterprises.
In the field of intellectual property, the Ministry received more than 18,000 industrial property registration applications and granted more than 10,000 protection certificates. At the same time, the Ministry continues to improve policies on radiation safety, nuclear safety and security, strengthen cooperation with the International Atomic Energy Agency (IAEA) to prepare conditions for nuclear power development in the new period...
In the coming time, the Ministry of Science and Technology said it will continue to complete draft laws and legal documents; accelerate the implementation of strategic technology tasks; improve management mechanisms, financial mechanisms and organize the appraisal of research tasks.
At the same time, developing the science and technology market, supporting innovative businesses, implementing the Local Innovation Index in 2026 and implementing the 100-day Action Plan to handle bottlenecks in digital transformation in the political system.
